The Customs Union and the Eurasian Economic Union/h3>

Technical regulations/a> this is a document that establishes the characteristics of products (services) or related processes and production methods, design processes (including surveys), buildings, structures and structures, construction, installation, commissioning, operation, storage, transportation, sale and disposal. It may also include requirements for terminology, symbols, packaging, labeling or labeling, or be entirely devoted to these issues./p>

Technical regulations adopted (span class="mytool">ECE/a>)) establishes mandatory for application and execution in the territory (span class="mytool">The EAEU/a>)) requirements for objects of technical regulation./p>

In addition to the technical regulations of the CU and the EAEU, technical regulations adopted by regulatory legal acts of the Russian Federation are in force in Russia. Russian technical regulations are valid until the entry into force of the technical regulations of the Union./p>

There is a single list of products for which mandatory requirements are established within the framework of the Customs Union and national legislation./p>

Until the date of entry into force of the relevant technical regulations, administrative liability in Russia is applied for non-compliance with mandatory requirements established by regulatory legal acts of the Customs Union Commission, as well as requirements of national regulatory legal acts that do not contradict them./p>

According to the Federal Law "On Technical Regulation" N 184-FZ. Chapter 2. Article 6.Technical regulations are adopted in order to:/p>

  • The technical regulations must contain a list and (or) a description of the objects of technical regulation, requirements for these objects and rules for their identification in order to apply the technical regulations. The technical regulations must contain rules and forms of conformity assessment (including the technical regulations may contain conformity assessment schemes, the procedure for extending the validity of the issued certificate of conformity), determined taking into account the degree of risk, deadlines for conformity assessment in relation to each object of technical regulation and (or) requirements for terminology, packaging, labeling or labels and the rules of their application. The technical regulations must contain energy efficiency requirements./li>
  • The mandatory requirements contained in the technical regulations [...] have direct effect on the entire territory of the Russian Federation and can be changed only by making changes and additions to the relevant technical regulations./li>
  • Requirements not included in technical regulations [...] cannot be mandatory./li>
  • Technical regulations are applied in the same way and equally regardless of the country and (or) place of origin of products./li>
  • Technical regulations adopted by a federal law or a decree of the Government of the Russian Federation shall enter into force no earlier than six months from the date of its official publication./li>
