Types and schemes of confirmations of compliance of objects of protection (products) with fire safety requirements 

Confirmation of compliance of objects of protection (products) with fire safety requirements on the territory of the Russian Federation is carried out:

  • 2. In the voluntary self in the form of voluntary certification.
  • 3. Mandatory in the form of declaration of conformity or in the form of conformity certification.

Mandatory confirmation of compliance with fire safety requirements is subject to general-purpose protection objects (products) and fire equipment, fire safety requirements for which Federal Law No. 123-FZ of July 22, 2008.

Declaration of conformity of products can be carried out by a legal entity or an individual registered as an individual entrepreneur in the territory of the Russian Federation who are manufacturers (sellers) of products, or a legal entity or an individual registered as an individual entrepreneur in the territory of the Russian Federation, performing the functions of a foreign manufacturer (seller) under the contract in terms of ensuring compliance of the supplied products, and also responsible for the violation of these requirements.

Confirmation of compliance of objects of protection (products) with fire safety requirements in the form of declaration with the involvement of a third party is carried out only in organizations accredited for the right to carry out such work.

Products whose compliance with fire safety requirements is confirmed in accordance with the procedure established by this Federal Law are marked with a mark of circulation on the market. If the requirements of various technical regulations are imposed on the product, then the mark of circulation on the market is affixed only after confirmation of compliance of this product with the requirements of the relevant technical regulations.

The mark of circulation on the market is used by manufacturers (sellers) on the basis of a certificate of conformity or a declaration of conformity. The mark of circulation on the market is affixed to the product and (or) on its packaging (container), as well as in the accompanying technical documentation received by the consumer during sale.


Confirmation of compliance of products with fire safety requirements is carried out according to the schemes of mandatory confirmation of compliance with fire safety requirements (hereinafter referred to as schemes), each of which represents a complete set of operations and conditions for their implementation. Schemes may include one or more operations, the results of which are necessary to confirm the conformity of products with the established requirements.

Confirmation of conformity of products with the requirements of this Federal Law is carried out according to the following schemes:

For mass-produced products:

  1. declaration of conformity of the applicant based on their own evidence (scheme 1d);
  2. declaration of conformity of the manufacturer (seller) based on its own evidence and testing of a standard sample of products in an accredited testing laboratory (scheme 2d);
  3.  declaration of conformity of the manufacturer (seller) on the basis of its own evidence, testing of a standard sample of products in an accredited testing laboratory and certification of the quality system in relation to the production of products (3d scheme);
  4. certification of products based on the analysis of the state of production and testing of a standard sample of products in an accredited testing laboratory (scheme 2c);
  5. certification of products based on testing of a standard sample of products in an accredited testing laboratory followed by inspection control (scheme 3c);
  6. certification of products based on the analysis of the state of production and testing of a standard sample of products in an accredited testing laboratory with subsequent inspection control (scheme 4c);
  7. certification of products based on testing of a standard sample of products in an accredited testing laboratory and certification of a quality system followed by inspection control (scheme 5c);

For a limited batch of products:

  1. declaration of the manufacturer (seller) on the basis of its own evidence, tests in an accredited testing laboratory of a representative sample of samples from a batch of products (scheme 5d);
  2. certification of a batch of products based on testing of a representative sample of samples from this batch in an accredited testing laboratory (scheme 6c);
  3. certification of product units based on testing of a product unit in an accredited testing laboratory (scheme 7c).

A representative sample of samples for testing in order to confirm the conformity of products with fire safety requirements is determined in accordance with the legislation of the Russian Federation.

Schemes 1d and 5d are used to confirm the conformity of products with the requirements of fire safety of substances and materials, with the exception of:

  1. building materials;
  2. finishing materials for railway and metro rolling stock;
  3. fire-retardant and extinguishing agents.

2d, 3d and 5d schemes are used at the choice of the manufacturer (seller) to confirm compliance with fire safety requirements:

  1. gas extinguishing compositions, with the exception of nitrogen, argon, carbon dioxide with a content of the main substance in the listed gases of more than 95 percent;
  2. primary means of fire extinguishing, with the exception of fire extinguishers;
  3. fire tool;
  4. fire equipment, with the exception of fire barrels, foam generators, foam mixers and fire hoses;
  5. construction materials that are not used for finishing evacuation routes directly outside or to a safe area;
  6. materials of special protective clothing; - item 7 as amended by Federal Law No. 117-FZ of 10.07.2012
  7. carpet coverings;
  8. channels of engineering smoke protection systems.

The 3d scheme is used to confirm the compliance of mobile fire extinguishing equipment with fire safety requirements.

Schemes 2c, 3c, 4c, 5c and 6c are applied at the applicant's choice to confirm compliance with fire safety requirements:

  1. portable and mobile fire extinguishers;
  2. fire barrels, foam generators, foam mixers and fire hoses; - Paragraph 2 as amended by Federal Law No. 117-FZ of 10.07.2012
  3. personal protective equipment for people in case of fire;
  4. means of saving people in case of fire;
  5. equipment and products for rescuing people in case of fire;
  6. additional equipment for firefighters;
  7. powder extinguishing agents, foaming agents for extinguishing fires and extinguishing liquids (except water); - Item 7 as amended by Federal Law No. 117-FZ of 10.07.2012
  8. fire automation equipment;
  9. electrical circuit protection devices;
  10. construction materials used to finish evacuation routes of people directly outside or to a safe area;
  11.  finishing materials for railway and metro rolling stock;
  12.  fire protection means;
  13.  structures for filling openings in fire barriers, cable penetrations, cable ducts, channels and pipes made of polymer materials for laying cables, sealed cable entries; 
  14. engineering equipment of smoke protection systems, except for channels of engineering systems;
  15. elevator shaft doors;
  16. cable products subject to fire safety requirements:
    1. cables and wires that do not spread gorenje with single and (or) group laying;
    2. fire-resistant cables;
    3. cables with reduced smoke and gas emission;
  17. elements of automatic fire extinguishing installations;
  18. autonomous fire extinguishing installations. - Item 18 is included in accordance with Federal Law No. 117-FZ of 10.07.2012

Scheme 3c is applied only when certifying previously certified products after the expiration of the certificate.

Scheme 7c is used to confirm the conformity of products with fire safety requirements if there is no possibility of a representative sample of standard samples for testing.

At the request of the applicant, the confirmation of conformity of products with fire safety requirements by declaration can be replaced by mandatory certification.
The validity of the declaration of conformity of products to fire safety requirements is established for a period of no more than 5 years.Confirmation of compliance of products with fire safety requirements of building materials having the maximum (most dangerous) values of fire hazard indicators can be carried out according to scheme 1d.
