Features of the development and publication of urgent risk profiles

Urgent risk profiles are intended for prompt communication to officials carrying out customs clearance andcustoms controlgoods and vehicles, information about the need to apply directmeasures to minimize risksto a certain batch of goods before their release.

Projects of urgent risk profiles are developed by coordinating and other structural divisions of the Federal Customs Service of Russia,MOUTHor customs, based on the results of the monitoring of customs clearance, are submitted to the OKTO RTU (customs) for referral via operational communication channels to the GUOTK.

The draft of the urgent risk profile is drawn up in any form and may contain the following information:

  • about the date of movement of goods across the state border of the Russian Federation;
  • about persons involved in the movement of goods (carrier, the recipient of the goods, the person responsible for the financial settlement);
  • about transported goods and vehicle numbers;
  • about customs authorities that commitcustoms operationswith goods;
  • about the numbers of Customs documents (TIR Carnet, transit declaration, etc.);
  • other information necessary for the formation and publication of an urgent risk profile.

The draft of an urgent risk profile is sent by the OKTO of the RTU (customs) or a structural subdivision of the FCS of Russia to the GUOTK via operational communication channels (fax, e-mail) marked "Urgentrisk profile".

The GUOTK official, who has accepted the draft urgent risk profile through operational communication channels, immediately reports this to the head of the coordinating department of the GUOTK or his deputy.

The received draft of an urgent risk profile is registered in the log of registration of projects of risk profiles of the coordinating unit of the GUOTK. Proposals on the expediency of issuing an urgent risk profile are prepared by the GUOTC together with the structural unit in whose line of activity the risk is identified, as a rule, during the current day. Based on the results of the development of proposals on the expediency of issuing an urgent risk profile , the coordinating unit of GUOTK prepares a teletypogram containingurgent risk profile, related to the zonal type, which is signed by the head of the GUOTK or his deputy, authorized by the head of the GUOTK, or the head of the structural unit of the Federal Customs Service of Russia, in the direction of which the risk has been identified. containing urgentrisk profile, referring to the zonal view.

The contents of the teletypogram can also be brought to the customs authority by telephone (by means of a telephone message, according to the procedure established by other legal acts of the Federal Customs Service of Russia) and (or) using the program module "Orientation" STORK-M or STORK RT-21.

The decision to recognize the publication of an urgent risk profile as inappropriate is brought to the customs authority orally by phone.

After sending the teletypogram, a decision may be made to re-send the urgent risk profile as part of a letter from the Federal Customs Service of Russia no later than four days from the date of sending the teletypogram.

Authorized customs officials, prior to receipt of a teletypogram containing an urgent risk profile and the application of direct measures to minimize risks or a message from the State Customs Committee on the recognition of an urgent risk profile as inappropriate within the time limits set out in Article 152 of the TC CU, take measures aimed at ensuring the inspection of goods.
