DECISION OF THE BOARD OF THE EURASIAN ECONOMIC COMMISSION No. 122 dated 09/22/2015/h4>

ON APPROVAL OF THE PROCEDURE FOR THE OPERATION OF ELECTRONIC VEHICLE PASSPORT SYSTEMS (ELECTRONIC VEHICLE CHASSIS PASSPORTS) AND ELECTRONIC PASSPORTS OF SELF-PROPELLED VEHICLES AND OTHER TYPES OF EQUIPMENT/h5>

In accordance with the first paragraph of Article 3 of the Agreement on the Introduction of uniform Forms of vehicle passports (vehicle chassis passports) and passports of self-propelled vehicles and Other Types of Equipment and the Organization of electronic passport systems dated 08/15/2014, the Board of the Eurasian Economic Commission decided:/p>

11. Approve the attached Procedure for the Operation of electronic vehicle passports (electronic vehicle chassis passports) and electronic passports of self-propelled vehicles and other types of equipment (hereinafter referred to as the Procedure). (as amended by the decision of the Board of the Eurasian Economic Commission dated 13.10.2020 No. 124)/p>

22. Establish that:/p>

  • a) until 03/31/2021, it is allowed to issue vehicle passports (vehicle chassis passports) in accordance with the form and in accordance with the rules established by the legislation of the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic;/li>
  • b) until 01.01.2016, it is allowed to issue passports of self-propelled vehicles and other types of equipment in accordance with the form and in accordance with the rules established by the legislation of the member state of the Eurasian Economic Union (hereinafter referred to as the member state);/li>
  • c) until 12/15/2022 inclusive, in the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic, it is allowed to issue passports of self-propelled vehicles and other types of equipment in accordance with the unified passport form of self-propelled vehicles and other types of equipment and the Procedure for filling it out, approved by the Decision of the Board of the Eurasian Economic Commission No. 100 dated August 18, 2015. ;/li>
  • d) the replacement of vehicle passports and passports of self-propelled vehicles and other types of equipment issued before the entry into force of this Decision, as well as in accordance with subparagraphs "a" - "b" of this paragraph, with electronic passports of vehicles and electronic passports of self-propelled vehicles and other types of equipment (hereinafter - electronic passports) is carried out at the request of the owner of the vehicle (self-propelled vehicle and other type of equipment);/li>
  • e) simultaneous registration of an electronic passport and a hard copy passport for 1 vehicle (vehicle chassis), a self-propelled car and other type of equipment is not allowed;/li>
  • f) from 02.11.2020span class="mytool">vehicles/a>, Products manufactured in the member states are registered in the Russian Federation only if they have electronic passports issued in accordance with the Procedure./li>

In respect of vehicles put into circulation in the Member States, their registration in the Russian Federation is carried out only if there are electronic passports issued in accordance with paragraph 22 of the Procedure, on the basis of documents provided for by the legislation of the member States./p>

The authorized bodies (organizations) of the Russian Federation should ensure the registration of electronic passports for vehicles (chassis of vehicles) of another member state (if the member state is unable to ensure the registration of electronic passports of vehicles (chassis of vehicles))./p>

33. To establish that the legislation of the Member States determines:/p>

  • a) the period for assigning a unique electronic passport number, not exceeding 24 hours after filling in all fields of the electronic passport sections by an authorized body (organization) or a manufacturing organization included in the unified register of authorized bodies (organizations) of the member States of the Eurasian Economic Union and organizations manufacturing vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment that carry out the registration of passports (electronic passports) of vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment, and confirmation of the information contained in the electronic passport through the use of an electronic digital signature (electronic signature);/li>
  • b) the deadline for submitting applications for amendments to electronic passports to the administrator of electronic passport systems by the authorities of the Member States performing registration actions in respect of vehicles, self-propelled vehicles and other types of equipment, not exceeding 24 hours;/li>
  • c) the need for electronic passports with the status "valid" in electronic passport systems to carry out registration actions in relation to vehicles, self-propelled vehicles and other types of equipment for which these electronic passports are issued./li>

33.1. To ensure to the authorized bodies of the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic by 03/31/2021 through national operators:/p>

  • a) submission to the administrator of electronic passport systems (hereinafter referred to as the administrator), upon his request, information about the customs document and customs restrictions on vehicles (chassis of vehicles) put into circulation by customs authorities when issuing electronic passports for vehicles (chassis of vehicles) in the Russian Federation;/li>
  • b) submission to the administrator of information on the registration actions specified in paragraph 12 of Appendix No. 3 to the Procedure in respect of vehicles for which electronic passports have been issued./li>

33.2. To ensure that the authorized bodies of the Republic of Armenia provide the administrator with information on:/p>

  • a) a customs document and customs restrictions on vehicles (chassis of vehicles) put into circulation by customs authorities when issuing electronic passports for vehicles (chassis of vehicles) in the Russian Federation;/li>
  • b) the registration actions specified in paragraph 12 of Appendix No. 3 to the Procedure in respect of vehicles for which electronic passports have been issued./li>

33.3. The authorized bodies of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic, until March 31, 2021, in order to ensure the free (unhindered) circulation of vehicles, ensure the possibility of performing registration actions in relation to vehicles on the basis of electronic passports and (or) extracts from electronic passports certified by the seal of the manufacturer, administrator or national the operator./p>

44. This Decision shall enter into force upon the expiration of 30 calendar days from the date of its official publication./p>

THE PROCEDURE FOR THE OPERATION OF ELECTRONIC VEHICLE PASSPORT SYSTEMS (ELECTRONIC VEHICLE CHASSIS PASSPORTS) AND ELECTRONIC PASSPORTS OF SELF-PROPELLED VEHICLES AND OTHER TYPES OF EQUIPMENT/h4>

II. General provisions/h4>
  1. This Procedure has been developed in accordance with Article 3 of the Agreement on the Introduction of Uniform Forms of Vehicle Passports (Vehicle Chassis Passports) and Passports of Self-propelled Vehicles and Other Types of Equipment and the Organization of electronic passport Systems dated 08/15/2014 (hereinafter referred to as the Agreement) and defines the rules for the functioning of electronic vehicle passport systems (electronic chassis passports vehicles) and electronic passports of self-propelled vehicles and other types of equipment (hereinafter - electronic passports) of the member States of the Eurasian Economic Union (hereinafter, respectively, the member States, the Union)./li>
  2. The concepts used in this Procedure are applied in the meanings defined in Article 2 of the Agreement./li>
  3. Electronic passports are issued in electronic passport systems for legal entities and individuals belonging to member States, legal entities and individuals of states that are not members of the Union, as well as individuals without citizenship:ul style="list-style-type: circle;">
  4. a) vehicles intended for movement on public roads, subject to state registration;/li>
  5. b) the chassis of vehicles (hereinafter referred to as the chassis);/li>
  6. c) self-propelled vehicles and other types of equipment (hereinafter referred to as machines) subject to state registration./li>
  7. The participants of the electronic passport systems are:ul style="list-style-type: circle;">
  8. a) the administrator of electronic passport systems (hereinafter referred to as the administrator);/li>
  9. b) organizations - manufacturers of vehicles (chassis, machines) included in the unified register of authorized bodies (organizations) of the member states of the Eurasian Economic Union and organizations - manufacturers of vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment, carrying out registration of passports (electronic passports) of vehicles (chassis of vehicles), self-propelled machines and other types of equipment (hereinafter referred to as the unified register), including organizations engaged in assembly production of products of the manufacturer and authorized by this manufacturer to issue electronic passports for the products they collect, information about which is entered by the manufacturer in the unified register as information about organizations authorized to registration of electronic passports for assembled products (hereinafter referred to as manufacturing organizations);/li>
  10. c) bodies (organizations) of the Member State authorized to issue passports (electronic passports) of vehicles (chassis, cars) included in the unified register (hereinafter - authorized bodies (organizations));/li>
  11. d)span class="mytool">Eurasian Economic Commission/a>;;/li>
  12. e) public authorities of the Member States, including:ul>
  13. bodies carrying out state registration of vehicles (machines) (hereinafter referred to as registration authorities);/li>
  14. customs authorities/a>;;/li>
  15. law enforcement agencies;/li>
  16. tax authorities;/li>
  17. f) the owner of the vehicle (chassis, car);/li>
  18. g) other persons interested in receiving (sending) information contained in electronic passports./li>
  19. Electronic passports are issued in electronic passport systems:ul style="list-style-type: circle;">
  20. a) by the manufacturing organization - in respect of vehicles (chassis, machines) manufactured by this manufacturing organization from the date of the beginning of the application of electronic passports;/li>
  21. b) by an authorized body (organization) - in relation to:ul>
  22. single vehicles;/li>
  23. vehicles (chassis, machines) imported into the customs territory of the Union by an individual or legal entity for a period of more than 12 consecutive months;/li>
  24. vehicles (chassis, machines) transferred to the ownership of the Member State in accordance with the procedure established by the legislation of the Member State;/li>
  25. vehicles (chassis, machines) imported into the customs territory of the Union, which are subject to foreclosure;/li>
  26. vehicles (chassis, machines) manufactured in the customs territory of the Union by a manufacturing organization not included in the unified register - in cases established by the legislation of the Member State;/li>
  27. vehicles (chassis, machines) that were put into circulation before the start date of the use of electronic passports./li>
  28. In the process of its registration, filling out and making changes to it, an electronic passport is assigned one of the following statuses in electronic passport systems:ul style="list-style-type: circle;">
  29. a) "incomplete" - is assigned automatically after assigning a unique number of an electronic passport and provides for filling in by the authorized body (organization) or the manufacturer of all fields proposed for filling, taking into account the specifics of the object of registration of an electronic passport in accordance with section II of this Procedure. The status is not assigned if the conditions for assigning the status "active" are met;/li>
  30. b) "valid" - is assigned automatically after assigning a unique e-passport number and receipt of information about the release of goods (in case of import) and payment of a recycling or other similar fee (hereinafter referred to as the recycling fee) in accordance with the legislation of a member state in the case provided for by the legislation of that member State;/li>
  31. c) "cancelled" - is assigned automatically in relation to an electronic passport with the status "valid" after receiving information about the manufacture of the final vehicle (chassis, machine) on the basis of another vehicle (chassis, machine) and registration of an electronic passport of the final vehicle (chassis, machine). The status is assigned on the basis of information from the manufacturer of the final vehicle (chassis, machine) upon completion of the electronic passport registration by entering a unique electronic passport number and the identification (factory) number of the vehicle (chassis) or the identification number of the machine (VI No. or PI No.) or the factory number of the machine (hereinafter referred to as the machine identification number). Changes to the electronic passport with the status "cancelled" are not allowed. The change of the "cancelled" status to another one is carried out by the administrator on the basis of information provided by the manufacturer, which served as the basis for assigning the "cancelled" status. An electronic passport with the status "cancelled" cannot serve as a basis for registration of another electronic passport;/li>
  32. d) "cancelled" - is assigned to an electronic passport, in respect of which the administrator has carried out cancellation on the basis of:ul>
  33. notifications from the public authority of a Member State on the recognition of a document confirming the compliance of a vehicle (chassis, machine) with mandatory safety requirements, invalid;/li>
  34. information from the registration authority on the removal of a vehicle (machine) from the registration register in connection with export from the customs territory of the Union or on the cancellation of the state registration account in connection with the detection of signs of concealment, forgery, modification, destruction of the identification (factory) number of the vehicle (chassis) or the identification number of the machine applied to the vehicle (chassis, car);/li>
  35. information from the customs authorities of the Member States on customs documents and restrictions, according to which the conditions of the "valid" status are not fulfilled;/li>
  36. information from the bodies (organizations) of the Member States authorized to collect the recycling fee, according to which the conditions of the "valid" status are not fulfilled;/li>
  37. information from the authorized body (organization) or the manufacturer about the non-conformity of the year of manufacture, information about the identification (factory) number of the vehicle (chassis) or the identification number of the machine and (or) a document confirming the compliance of the vehicle (chassis, machine) with mandatory safety requirements./li>
  38. The "cancelled" status is changed to another one if the reasons that served as the basis for assigning the "cancelled" status to an electronic passport are eliminated;/li>
  39. e) "disposed of" is assigned automatically in relation to an electronic passport with the status "valid" after receipt from registration authorities and (or) specialized organizations, determined in accordance with the legislation of the Member States, information on the disposal of the vehicle (chassis, machine)./li>
  40. Within the framework of electronic passport systems,:ul style="list-style-type: circle;">
  41. a) registration of an electronic passport;/li>
  42. b) making changes to the electronic passport;/li>
  43. c) the provision by the administrator of additional services, the list, the order of provision and the amount of payment of which are determined by the administrator./li>
  44. Payment for services provided by authorized bodies (organizations) and the administrator in electronic passport systems when performing the actions specified in subparagraphs "a" and "b" of paragraph 7 of this Procedure is carried out in accordance with the procedure and amounts determined by the legislation of the Member State./li>
  45. After completing the registration of an electronic passport within the framework of electronic passport systems, information on the lists according to appendices No. 1 and 2, respectively, is sent to the owner of the vehicle (chassis, car) in the form of an extract from the electronic passport according to appendices No. 1 and 2, respectively, with the possibility of subsequent printing of the specified extract./li>
  46. The electronic passport of the vehicle contains information on the list according to appendix No. 3, the electronic passport of the chassis - according to appendix No. 4 and the electronic passport of the car - according to appendix No. 5. Other information of an informational nature may be included in the electronic passport of a vehicle (chassis, machine), if this is provided for by the legislation of the Member State in whose territory the vehicle (chassis, machine) is put into circulation and (or) registered./li>
  47. The procedure and amount of payment for additional services provided for in subparagraph "b" of paragraph 7 of this Procedure are posted on the official website of the administrator in the information and telecommunications network "Internet", and the procedure and amount of payment for services provided for in paragraph 8 of this Procedure are posted on the official websites of authorized bodies (organizations) and the administrator in the information and telecommunications network "The Internet"./li>
  48. The following information is provided to participants of electronic passport systems for use exclusively for their own needs and (or) for the implementation of tasks assigned to them in accordance with this Procedure and (or) the legislation of the Member State, without charge, upon request:ul style="list-style-type: circle;">
  49. a) authorized bodies (organizations) and manufacturing organizations - information contained in electronic passports issued by them:ul>
  50. with the status "incomplete" - in full;/li>
  51. with the status "valid" - except for the information specified in paragraphs 12 and 13 of Appendix No. 3 to this Order, paragraphs 12 and 13 of Appendix No. 5 to this Order;/li>
  52. b) manufacturing organizations of final vehicles (chassis, machines) - information contained in electronic passports with the status "valid", issued by other manufacturing organizations or authorized bodies (organizations) for vehicles (chassis, machines) used as basic for the manufacture of final vehicles (chassis, machines) in respect of which no actions have been taken to register for state registration, provided that the unique number of the electronic passport and the identification (factory) number of the vehicle, or the chassis identification number, or the identification number of the machine are entered into the electronic passport;/li>
  53. c) to the public authorities of the Member States, as defined by the legislation of the Member States, the information contained in electronic passports with any status, in full;/li>
  54. d) to the owner of the vehicle (chassis, machine) - information in the amount provided for in Appendices No. 1 and 2 to this Procedure;/li>
  55. e) to other persons - information on the status of the electronic passport upon request containing:ul>
  56. identification number (VI No.) of the vehicle (chassis), chassis number (frame) or body number (cab, trailer) - for the vehicle (chassis);/li>
  57. the identification number of the car or the number of the body (cab, trailer) - for the car./li>
  58. Participants of electronic passport systems are provided on a contractual basis with access to the information contained in electronic passports and to the services of electronic passport systems in the amount, in the manner and on the terms determined by the administrator, except for the cases provided for in paragraph 12 of this Procedure./li>
  59. The procedure for information support of electronic passport systems is given in accordance with Appendix No. 6./li>

III. The procedure for registration of electronic passports and making changes to them/h4>
  1. The electronic passport is filled out in Russian and signed with an electronic digital signature (electronic signature) in accordance with the requirements of the legislation of the Member State. The interface for the interaction of electronic passport systems provides the ability to display the information contained in electronic passports (with the exception of technical terms and designations) and print out an extract from an electronic passport in the national language of a member State in a reference mode, if there is a corresponding requirement in the legislation of such a member State./li>
  2. Registration of the electronic passport of the vehicle (chassis) according to the lists provided for in Annexes No. 1, 3 and 4 to this Order, it is carried out according to the rules according to Annex No. 7, registration of an electronic passport of a car according to the lists provided for in annexes No. 2 and 5 to this Order - according to the rules according to annex No. 8./li>
  3. The unique e-passport number is generated automatically in e-passport systems and consists of 15 characters:ul>
  4. 1The 1st sign is a type of electronic passport:ul>
  5. 11 - electronic passport of the vehicle;/li>
  6. 22 - electronic chassis passport;/li>
  7. 33 - electronic passport of the car;/li>
  8. 2The 2nd - 4th signs are the 3-digit digital code of the Member State in whose territory the vehicle (chassis, machine) is put into circulation or the vehicle (machine) is registered, in accordance with the reference bookspan class="mytool">IISO/a> 3166-1 (numeric-3);/li>
  9. 5The 5th sign is a backup. The value "0" is applied until the administrator makes a different decision;/li>
  10. 6The 6th sign is the code of the basis for registration of an electronic passport:ul>
  11. 11 - manufacture of a vehicle (chassis, machine);/li>
  12. 22 - import of a vehicle (chassis, machine) into the customs territory of the Union from a state that is not a member of the Union;/li>
  13. 33 - registration of an electronic passport for a vehicle (car) registered by the registration authority;/li>
  14. 44 - registration of an electronic passport for a vehicle (chassis, car) on other grounds;/li>
  15. 7The 7th - 14th digits are the serial number of the electronic passport, which is formed separately for each Member state (taking into account 1-span class="mytool">go/a> - 4th characters);/li>
  16. 1The 15th digit is a control number, which is formed as the remainder of the division of a number consisting of digits from the 1st to the 14th digits by 11. If the remainder of the division is 10, the control digit is 0. The unique number of the electronic passport is assigned after filling in all fields of the sections of the electronic passport filled in by the authorized body (organization) or manufacturing organization, and confirmation of the information contained in the electronic passport by means of an electronic digital signature (electronic signature), as well as after carrying out the activities provided for in Article 7 of the Agreement in the electronic passport systems. If a vehicle (chassis, car) is found to be inconsistent with the information provided as a result of these measures, a unique e-passport number is not assigned./li>
  17. Information on the payment of the recycling fee is entered in the "Administrative information" section of the electronic passport on the basis of information from the relevant authorities (organizations) of the Member States authorized to collect the recycling fee in accordance with the legislation of these states, when paying the recycling fee:ul>
  18. a) in accordance with the legislation of the Member State into whose territory the vehicle (chassis, car) was imported, - in respect of vehicles (chassis, machines) imported into the territory of a Member State from a non-member State of the Union;/li>
  19. b) in accordance with the legislation of the Member State to whose territory the vehicle (chassis, car) has been moved, - in relation to vehicles (chassis, machines) moved from the territory of another Member State;/li>
  20. c) in accordance with the legislation of a Member State - in respect of vehicles (chassis, machines) manufactured in the territory of this Member State;/li>
  21. d) persons:ul>
  22. engaged in the production (manufacture) of vehicles (chassis, machines);/li>
  23. who purchased a vehicle (chassis, car) on the territory of a Member State from persons who do not pay a recycling fee in accordance with the legislation of a Member State, or from persons who have not paid a recycling fee in violation of the procedure established in accordance with the legislation of a Member State./li>
  24. Information on the customs receipt order or customs declaration and restrictions on the use and (or) disposal of vehicles (chassis, machines) in accordance with the terms of the declared customs procedure or conditions established for certain categories of goods that are not subject to placement under customs procedures in accordance with international treaties and acts constituting the law of the Union, are entered to the "Administrative information" section of the electronic passport based on information from the customs authorities of the Member States./li>
  25. Registration of the electronic passport of the vehicle (chassis) is carried out taking into account the following features:ul>
  26. a) the electronic passport of the vehicle (chassis) is issued by the authorized body (organization) in relation to the vehicle (chassis) if there is an approval of the type of vehicle (chassis), or a certificate of safety of the vehicle structure in accordance with the requirements of the technical regulations of the Customs Union "On the safety of wheeled vehicles" (span class="mytool">TR CU/a> 018/2011), adopted by the Decision of the Commission of the Customs Union No. 877 dated December 09, 2011 (hereinafter - TR CU 018/2011), or a document on the assessment of compliance with mandatory requirements established by the legislation of a member state issued in respect of a vehicle (chassis) that is subject to technical regulation TR CU 018/2011, before the date of entry into force of TR CU 018/2011;/li>
  27. b) when issuing an electronic passport of the final vehicle manufactured on the basis of another vehicle (chassis), the authorized body (organization) or the manufacturer enters information about the last basic vehicle (chassis) and the number of its electronic passport (if available) in the "Additional information" section of the electronic passport. In this case, the electronic passport of the vehicle (chassis), on the basis of which the final vehicle is manufactured, is assigned the status "cancelled";/li>
  28. c) the electronic passport of the vehicle is issued by the authorized body (organization) in the absence of the document specified in subparagraph "a" of this paragraph, in respect of:ul>
  29. a vehicle registered with the registration authority before the start date of the use of electronic passports;/li>
  30. vehicles of categories L and Msub>1 (in accordance with Appendix No. 1 to TR CU 018/2011), 30 years or more have passed since the date of issue, as well as categories Msub>2,, Msub>3 and No. (in accordance with Appendix No. 1 to TR CU 018/2011), not intended for commercial transportation of passengers and cargo, 50 years or more have passed since the date of issue, with the original engine, body and frame (if available), preserved or restored to its original condition;/li>
  31. a vehicle imported into the territory of a member State in which the provisions of the first paragraph of paragraph 3 of Article 53 of the Treaty on the Eurasian Economic Union dated 05/29/2014 have not entered into force in relation to TR CU 018/2011 and the terms of the transitional provisions of TR CU 018/2011 established by the Eurasian Economic Commission for this Member State have not expired;/li>
  32. a vehicle imported into the customs territory of the Union and owned by:/li>
  33. individuals who are participants in national state programs to assist the voluntary resettlement of persons living abroad, or recognized in accordance with the established procedure as refugees or internally displaced persons, as well as members of their families;/li>
  34. diplomatic missions and consular institutions, international (interstate) organizations enjoying privileges and immunities in accordance with generally recognized principles and norms of international law, employees of these missions (institutions, organizations), as well as members of their families;/li>
  35. d) an electronic passport is issued by an authorized body (organization) registered in the territory of a member State in respect of a vehicle (chassis) belonging to a person registered (including temporarily) in the territory of that Member State;/li>
  36. e) when issuing an electronic passport of a vehicle (chassis), an authorized body (organization) conductsspan class="mytool">identification/a> vehicle (chassis);/li>
  37. f) in case of detection of signs of concealment, forgery, modification, destruction of the identification marking applied to the vehicle (chassis) by the manufacturer, or in case of detection of non-compliance of the vehicle (chassis) with the information provided by the authorized body (organization), the electronic passport is not issued and the competent authorities of its member state are informed in accordance with the legislation of this State;/li>
  38. g) when issuing an electronic passport of a vehicle provided for in subparagraph "b" of this paragraph, the authorized body (organization) takes photographs of such a vehicle, including its identification marking./li>
  39. Registration of the electronic passport of the car is carried out taking into account the following features:ul>
  40. a) the electronic passport of the machine is issued by the authorized body (organization) or the manufacturer in the presence of a document on the assessment of compliance with the requirements of the technical regulations of the Customs Union "On the safety of machinery and equipment" (TR CU 010/2011), adopted by Decision of the Commission of the Customs Union No. 823 dated 10/18/2011 (hereinafter - TR CU 010/2011), or technical regulations The Customs Union "On the safety of agricultural and forestry tractors and trailers to them" (TR CU 031/2012), adopted by Decision of the Council of the Eurasian Economic Commission No. 60 dated 07/20/2012 (hereinafter - TR CU 031/2012), or approval of the type of vehicle (chassis), or a certificate of safety of the vehicle structure in accordance with the requirements of TR CU 018/2011 (with respect to vehicles having a maximum design speed of 25 km/h or more, but less than or equal to 50 km/h), or a document on the assessment of compliance with mandatory requirements established by international treaties and acts constituting the law of the Union, or the legislation of a Member State issued in respect of a car that is an object technical regulation of one of the specified technical regulations, before the date of entry into force of the relevant technical regulations;/li>
  41. until 12/31/2023, inclusive, with respect to individual vehicles that are not intended for use on public roads or whose movement on public roads is allowed when issuing a special permit in accordance with the legislation of a member State, which are not subject to technical regulation TR CU 010/2011, TR CU 018/2011 and TR CU 031/2012 (self-propelled land vehicles airfield vehicles, self-propelled forest mulchers, snow trucks, off-road heavy-duty vehicles), it is allowed to issue an electronic passport in the absence of a document on the assessment of compliance with the requirements of one of the specified technical regulations;/li>
  42. b) when issuing an electronic passport of a final vehicle manufactured on the basis of a vehicle (chassis) or other machine, the authorized body (organization) or the manufacturer enters information about the last basic vehicle (chassis, car) and the number of its electronic passport (if available) in the "Additional information" section of the electronic passport. In this case, the electronic passport of the vehicle (chassis, machine), on the basis of which the final machine is manufactured, is assigned the status "cancelled";/li>
  43. c) the electronic passport of the machine is issued by the authorized body (organization) in the absence of the document specified in subparagraph "a" of this paragraph in respect of the machine:ul>
  44. registered with the registration authority before the start date of the use of electronic passports;/li>
  45. imported into the customs territory of the Union from among the machines that were previously in operation;/li>
  46. imported into the territory of a member State in which, in relation to TR CU 010/2011, TR CU 018/2011 or TR CU 031/2012, the provisions of the first paragraph of paragraph 3 of Article 53 of the Treaty on the Eurasian Economic Union dated 05/29/2014 have not entered into force and the terms of transitional provisions of the specified technical regulations established by the Eurasian Economic Commission for this member State have not expired;/li>
  47. imported (imported) by an individual into the customs territory of the Union for personal use;/li>
  48. imported into the customs territory of the Union and belonging to diplomatic missions and consular offices, international (interstate) organizations enjoying privileges and immunities in accordance with generally recognized principles and norms of international law, employees of these missions (institutions, organizations), as well as members of their families;/li>
  49. d) in case of detection of signs of concealment, forgery, modification, destruction of the identification marking applied to the machine by the manufacturer, or in case of detection of non-compliance of the machine with the information provided by the authorized body (organization), the electronic passport is not issued and the competent authorities of its member state are informed in accordance with the legislation of that state;/li>
  50. e) when issuing an electronic passport, the authorized body (organization) takes photographs of the car, including its identification marking./li>
  51. Electronic passports for vehicles (chassis, cars) issued before the date of commencement of the use of electronic passports shall be issued by the authorized body (organization) in the amount of information not less than specified in Appendices No. 1 and 2 to this Procedure, respectively. At the same time, the authorized body (organization) enters information on the grounds for issuing an electronic passport in the "Administrative Information" section of the electronic passport./li>
  52. Changes (correction of technical errors) to the electronic passport are made by the administrator in relation to:ul>
  53. a) information entered by the authorized body (organization), except for the year of manufacture, information about the color, identification (factory) number of the vehicle (chassis) or identification number of the machine and (or) a document confirming compliance of the vehicle (chassis, machine) with mandatory safety requirements, about the main components (engine, chassis, frame, body, cabin), - on the basis of an application from such an authorized body (organization);/li>
  54. b) information entered by the manufacturing organization, with the exception of the year of manufacture, information about the color, identification (factory) number of the vehicle (chassis) or identification number of the machine and (or) a document confirming the compliance of the vehicle (chassis, machine) with mandatory safety requirements - based on the application of such a manufacturing organization;/li>
  55. c) information on state registration, color, as well as changes made to the design of the vehicle (machine) - on the basis of an application from the registration authority;/li>
  56. d) information on customs documents and restrictions - based on the application of the customs authority of the member State;/li>
  57. e) information on the disposal fee - on the basis of an application from an authority (organization) of a Member State authorized to collect a disposal fee in accordance with the legislation of that State./li>
  58. After the administrator receives the application for changes, such changes are made to the electronic passport. Access to the updated information contained in the electronic passport is provided no later than 24 hours from the moment the administrator receives the application./li>
  59. The Administrator ensures the indefinite storage of information contained in electronic passports in electronic passport systems, regardless of their status./li>

  • 22. Information support of electronic passport systems includes:ul>
  • 11) non-vehicle information support (classifiers of technical and economic information, documents, methodological instructional materials, regulatory and reference information);/li>
  • 22) in-machine information support (layouts, on-screen forms for entering primary data or output of result information, formats of information and documents in electronic form, as well as databases)./li>
  • 33. The following requirements apply to the information support of electronic passport systems:ul>
  • 11) information support should be sufficient to maintain all automated functions of electronic passport systems;/li>

  • 55. The information classification and coding system is a set of classifiers that ensure the unambiguity of concepts and the convenience of user dialogue with electronic passport systems and meet the following requirements:ul>
  • 11) compliance with the classifiers of the member States of the Eurasian Economic Union (hereinafter referred to as the member States) and the unified classifiers operating in the Eurasian Economic Union;/li>

  • the principle of compatibility, which determines the implementation of interfaces through which electronic passport systems can interact with other systems in accordance with established protocols;/li>
  • the principle of standardization (unification), which requires the rational use of standard, unified and standardized components of information and linguistic support;/li>
  • the principle of efficiency aimed at achieving an optimal ratio between the costs of creating information and linguistic support and the target effects resulting from increasing the stability, continuity, and efficiency of electronic passport systems;/li>
  • 22) Specific principles:ul>
  • the principle of continuity, which consists in a comprehensive account of the methodological and technical solutions used in the design and operation of the existing structure of electronic passport systems and systems interfaced with them;/li>
  • the principle of compliance of the purpose of creation, functional purpose and capabilities of information and linguistic support with the level of development of hardware and software and modern requirements for automated control systems;/li>

During the information interaction of participants in electronic passport systems, during the procedures for issuing electronic passports, interdepartmental electronic interaction systems and other data transmission systems of a Member State may be used, the functioning of which is regulated by the legislation of that Member State./li>
  • 113. For all transactions carried out within the framework of electronic data exchange in electronic passport systems, participants in electronic passport systems are responsible in accordance with the legislation of the Member States./li>

  • 118. The rules for interfacing electronic data exchange procedures in electronic passport systems with electronic data exchange procedures at the national level are established in accordance with the legislation of the Member States./li>

In the case of registration of an electronic passport by an authorized body (organization), photos of general views of the car from the front, side (on both sides) and rear can be entered in this field./li>
  • 111. The "Additional information" section contains information on the fulfillment of warranty obligations, as well as other information (if available)./li>
  • 112. In the "Administrative information" section, the following are indicated:ul>
  • 11) in the field "information on the production of a self-propelled machine (other type of equipment) using a preferential regime" - the entry "model of a self-propelled machine and other types of equipment produced in a preferential regime" (indicating the preferential regime). If, in order to implement the decisions taken by the bodies of the Union, the legislation of the member States establishes restrictions applicable to the machine, the corresponding restrictions are indicated in this field.
