RESOLUTION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION No. 303 of March 21 , 2019

ON LICENSING THE IMPORT OF ALUMINUM WHEELS

In accordance with article 47 of the Treaty on the Eurasian Economic Union of May 29, 2014 The Government of the Russian Federation decides:

  1. Enterfrom April 10 to October 9, 2019. inclusive licensing of import to the Russian Federation from non-member states of the Eurasian Economic Union, wheels made of aluminum classified by code 8708 70 500 9 TONSForeign economic activity The EAEU originating from the territories of States that are not members of the Eurasian Economic Union and Contracting Parties to the Agreement on the Adoption of Uniform Technical Regulations for Wheeled Vehicles, Equipment Items and Parts that Can be Installed and (or) Used on Wheeled Vehicles, and on the Conditions for Mutual Recognition of Approvals Issued on the Basis of these Regulations, concluded in Geneva on March 20 , 1958 (1958 Agreement, wheels made of aluminum), when placed under the customs procedure of release for domestic consumption.
  2. To the Ministry of Industry and Trade of the Russian Federation to carry out in accordance with the procedure provided for by the Rules for Issuing Licenses and Permits forexportand (or) the import of goods (annex to Annex No. 7 to the Treaty on the Eurasian Economic Union of May 29, 2014), the issuance of licenses to participants in foreign trade activities to import aluminum wheels to the Russian Federation from non-member states of the Eurasian Economic Union (hereinafter referred to as licenses):

A) if aluminum wheels fall within the scope of UN Regulation No. 124 "Uniform Provisions concerning the approval of wheels for passenger cars and their trailers", when submitting:
  • the original or certified by the manufacturer of wheels made of aluminum copy of the notification of the official approval of their type in accordance with UN Regulation No. 124, issued in the state,being a Contracting Party to the 1958 Agreement;
  • the original letter of the Federal Agency for Technical Regulation and Metrology, which performs the functions of the competent administrative body of the Russian Federation in accordance with the 1958 Agreement, confirming the validity of the submitted message on the official approval of the type of wheels made of aluminum;

B) if aluminum wheels do not fall within the scope of UN Regulation No. 124, when presenting:
  • the original or a copy of the contract for the supply of aluminum wheels; the declaration of the manufacturer of aluminum wheels that aluminum wheels are not intended for wheeled vehicles of categories MbMiG, NbNiG, Oi and Og (in free form);
  • the original letter of the Federal Agency for Technical Regulation and Metrology stating that imported wheels made of aluminum are not included in the scope of UN Regulation No. 124.
  1. The Federal Customs Service to provide:customs controlfor the import into the territory of the Russian Federation from states that are not members of the Eurasian Economic Union, wheels made of aluminum, subject to licensing in accordance with paragraph 1 of this resolution;
  • customs clearance without a license for aluminum wheels imported as samples and samples for research and testing, when presented by participants of foreign trade activities:
  • the original letter of the Federal Agency for Technical Regulation and Metrology confirming the fact of filing an application for a notification of the official approval of their type in accordance with UN Regulation No. 124;
  • the original or a copy of the contract with the testing laboratory acting as a technical service in accordance with the 1958 Agreement on Certification Tests;
  • the original or a copy of the act of sampling and samples.
  1. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure:
  • notify the Eurasian Economic Commission on the introduction of licensing of import to the Russian Federation from non-member states of the Eurasian Economic Union, wheels made of aluminum when placed under the customs procedure of release for domestic consumption;
  • to submit for consideration by the Eurasian Economic Commission a proposal on the introduction in the customs territory of the Eurasian Economic Union of licensing the import of wheels made of aluminum when placed under the customs procedure of release for domestic consumption.
  1. The exercise of the powers provided for by this resolution is carried out by federal executive authorities within the limits of the maximum number of their employees established by the Government of the Russian Federation and the budget allocations provided by them in the federal budget for management and management in the sphere of established functions.
