Conclusion on the evaluation of a single vehicleor abbreviatedZOETS– this is an official document confirming that a specific vehicle has been assessed for compliance and can be safely used in the Russian Federation on public roads, this conclusion is issued for vehicles registered to legal entities and individual entrepreneurs when importing new vehicles from the date of release of which less than 3 years have passed.

In accordance with the Decree of the Government of the Russian Federation No. 1269 dated 07/15/2022, the conclusion of the ZOETS can be obtained atvehicles imported into the territory of the Russian Federation by legal entities or individual entrepreneurs.The organization authorized in accordance with Resolution No. 855 of 05/12/2022 and No. 1269 of 07/15/2022 to conduct conformity assessments and issue such conclusions isFSUE "NAMI".

The presence of the conclusion by US serves as proof of compliance of the vehicle described in the document with the requirements of the Technical RegulationsTR CU 018/2011 On the safety of wheeled vehicles.

This means that legal entities and individual entrepreneurs do not need a vehicle type approval certificate (TTC), which is issued only with the consent of the copyright holder, since the ZOETS performs a similar function for this category of vehicles. Previously, the importation of vehicles without OTTS was allowed only for individuals who needed to obtain a safety certificate for the construction of vehicles.

When customs clearance of a vehicle for a legal entity, it is necessary to provide a certificate, in order to receive it, you can issue a conditional release with the obligation to provide a certificate within 45 days. 

• the importation by a legal entity and an individual entrepreneur of a new vehicle from the date of issue of which less than 3 years have passed;

• motor vehicles – category L;
• passenger cars – M1 category;
• trucks – categories N1 and N2;
• buses of the M3 category;
• trailers - category O.

• temporary importation of a vehicle – up to six months;
• vehicles with a maximum speed of up to 25 km/h;
• sports cars and special equipment not for use on public roads;
• vehicles of categories L and M1, more than 30 years have passed since their release date (retro);
• vehicles of categories M2, M3 and N, not intended for commercial transportation of passengers and cargo, more than 50 years have passed since the date of release, with original engine, body and, if available, frame, preserved or restored to original condition;
• off-road heavy-duty vehicles;
• cars of consuls, diplomats, refugees, displaced persons, volunteers.

  • The general plan of the vehicle from all sides (full-face shooting points, ½ full-face on the left, profile on the left, profile on the right, rear, ½ rear on the right). In this case, the entire body of the vehicle must be placed in the frame, without truncating the elements. Photos should be bright/bright and clear, all inscriptions and numbers should be clearly readable, and avoid double interpretations. It is not allowed to photograph a vehicle without a state number, in the case of a registered vehicle. The body color must match what is stated in the documentation, and not have unacceptable modifications.
  • Identification features:
    • VIN number (shooting points – all present application sites, including under the passenger's mat, in the spare wheel niche, under the windshield);
    • body number (shooting points - all present application sites);

• in cases where the vehicle does not have a similar TTC of the Russian Federation (the type of vehicle, engine, gearbox must be identical), it is necessary to obtain a test report from the testing laboratory;
• making an application to US for an opinion on the evaluation of a single vehicle;
• issuance of a ready-made conclusion on the assessment of the vehicle.

• the time frame for issuing an opinion on the evaluation of a single vehicle takes on average from 10 days.

• the conclusion on the evaluation of a single vehicle can be issued before February 01, 2024;
• the validity period of the conclusion on the assessment of the type of vehicle and (or) the conclusion on the assessment of the type of chassis is 1 year, but cannot be completed later than 30.09.2024, except in cases of issuing conclusions on vehicles manufactured using the base vehicle (chassis) of another manufacturer.
• The validity period of certificates for vehicles manufactured using the base vehicle (chassis) of another manufacturer is 1 year, but cannot be completed later than 01/31/2025.
• the conclusion can only be issued for a car with a left-hand drive.
