1. Rules for the presentation of dangerous goods for carriage by rail

Freight Forwardermust present for transportation only those goods that meet the requirements of the rules for the transportation of dangerous goods by rail. In terms of compliance with general security measures, the freight forwarder must:

  • make sure that dangerous goods are classified and approved for carriage in accordance with the requirements of the Rules for the Carriage of Dangerous Goods by Rail Annex 2 (alphabetical index of dangerous goods approved for carriage by rail);
  • to present a technically serviceable container that meets the requirements of the CBC,CPC, inspected and found suitable for the carriage of dangerous goods;
  • comply with the requirements regarding the packaging of cargo packages and the conditions of joint packaging;
    comply with the requirements concerning the application of hazard signs and markings on cargo spaces provided for by the Rules for the Carriage of Dangerous Goods;
  • use containers that are approved and suitable for the transportation of relevant substances and products in accordance with current GOST and standards;
  • when filling containers with liquids, a sufficient volume of unfilled space must be provided in order to prevent leakage or residual deformation of the container as a result of liquid expansion caused by a possible temperature change during transportation;
  • it is forbidden to use containers that have not been tested for chemical compatibility with the cargo;
  • do not allow containers with deformations or leak-tightness to be transported;
  • comply with the requirements regarding the method of sending and restrictions on sending;
  • comply with the requirements for joint loading of goods according to Appendix No. 4 and No. 5 of the Rules for the Carriage of Dangerous Goods by Rail when transporting dangerous and non-dangerous goods together, as well as when loading dangerous goods of different names into one container;
  • comply with the requirements,established by the technical conditions of CM 943 dated 05/27/2003 when loading and securing dangerous goods in containers by defining Chapter 12.

 

According to TU CM 943 Chapter 1 of Section 5.1 Presented for transportationcargoit must be prepared in such a way that the safety of train traffic, the safety of cargo, wagons and containers are ensured during transportation.

Procedure for development, approvalMTU," >NTUdefined by Chapter 1, section 7, paragraph 7.2 and 7.3 of the TSM 943. For NTU, the period of use is 5 years, MTU the period of use is 7 years from the date of approval. The document must be signed and registered in the system of JSC "Russian Railways".

2. Requirements for the method of placing and securing dangerous goods in barrels

2.1. All cargo transported in barrels must be loaded on the end with the stoppers up, closed and packed hermetically, without signs of deformation. Cargo leakage or the presence of condensate on the container, walls and floor of the container is not allowed. When loading into several tiers, the barrels should be of the same type in size, height and weight. It is forbidden to load barrels of different sizes and weights into one tier.

2.2. Each unit of cargo of the lower tier should be placed on two wooden linings with a cross section of at least 40x100mm, laid along the container to reduce the specific load on the container floor. The linings can be solid along the entire length of the container or consist of several parts.

2.3. Barrels loaded without pallets in two or more tiers must be placed on gaskets. The size of the gasket for barrels of 100 - 200 liters is not less than 20 mm, for barrels of 50 and less liters, the size of the gasket is 10mm. A prerequisite is the presence of gaskets made of thick cardboard (plywood, boards), between the walls and the cargo, between the cargo in each row, excluding contact.

2.4. When placing barrels on pallets (GOST 33757-2016 "Flat wooden pallets"), the cargo must be covered with a film and tied with slings - two horizontally and two vertically, with an institution under the base of the pallet. Inside the transport package, a dense cardboard should be laid between the barrels. Pallets used in the same container must have the same dimensions, upper and lower base. Barrels that are not fixed relative to the pallet are not allowed for transportation. A prerequisite is the presence of gaskets made of thick cardboard (plywood, boards), between the walls and the load, excluding contact.

2.5. Barrels must be loaded tightly to full capacity in one or two rows without displacement and gaps. If there is a displacement of the total center of gravity of more than 600 mm, loading is carried out according to NTU or MTU. Gaps should be eliminated by a spacer bar. The end wall and the doorway are protected by protective shields.

3. Requirements for the method of placing and securing dangerous goods in Eurocubes

3.1. The Eurocube (medium-capacity container for bulk and bulk cargo) must have a hermetically sealed drain, a serviceable fastening mechanism (lock). Containers, crates, stiffeners should not have any deformation. Structural elements of the frame should not damage polymer containers during operation.

3.2. Leakage, the presence of condensate is not allowed. A dense cardboard (plywood, board) must be laid between the walls and the load, excluding contact damage to the container.

3.3. For goods under pressure or properties of cargo that creates pressure, the container must be equipped with safety devices.

3.4. Each Eurocube must be marked with the factorymarking, which allows to identify the Eurocube, with the designation of the maximum load during stacking.

3.4. Cargoes in Eurocubes, including those loaded with the placement of other cargo in other containers or packaging, are attached according to the NTU or MTU.

4. Requirements for the method of placing and securing dangerous goods in cylinders with compressed, liquefied and dissolved gas under pressure

4.1. Presentation for transportation of cylinders with compressed, liquefied and dissolved

  • under pressure by gas, it is carried out only:
  • subject to the complete serviceability of cylinders, valves and their availability;
  • in the presence of a safety cap sealed with a seal;
  • in the presence of two protective rings with a thickness of at least 25 mm;
  • if there are plugs on the valves of the cylinders (according to the filling instructions);
  • in the presence of colored stripes applied to the cylinders according to GOST 949-73.

4.2. Loading of cylinders into the container is carried out in a horizontal position with safety caps in one direction. In the vertical position, the cylinders can be loaded in the presence of protective rings and under the condition of tight loading, ensuring that it is impossible to move or fall. Cylinders with hazard class 2.1 and 2.3 and with an additional hazard sign 3 must be fixed so as to exclude the possibility of contact of the cylinders with each other and with the metal parts of the container. The boards used for fastening must be impregnated with a flame retardant.

4.3. The longitudinal and transverse displacement is fixed with a bar and a board. The end wall and the doorway are protected by protective shields.

4.4. Cylinders packed in boxes should be placed in a container close to the end wall with the installation of a barrier shield. Boxes are distributed evenly over the entire area of the container. If there is a difference in the height of the stack, the release is made according to clause 5.3. The end wall and the doorway are protected by protective shields.

4.5. Cylinders without packaging, loaded horizontally, are loaded and accepted by NTU or MTU.

5. Requirements for all shipments

 

5.1. Containers in which it is loadeddangerous cargo, must be technically sound and cleared of previously transported cargo and garbage, comply with the requirements of the International Convention on Safe Containers, as well as comply with the requirements of the Customs Convention (the presence of a safety approval plate (KBK plate) and plates on the admission of cargo transportation under customs seals and seals (CPC plate).

5.2. If it is necessary to load the container with heterogeneous loads, the heavier ones are placed in the middle part of the container or evenly over the entire floor area, the lighter ones in the end parts of the container or on top of heavy loads, taking into account the safety of the cargo and the container capacity.

5.3. When loading cargo with different heights, a spacer frame is used, which is installed when the tier is lowered.

5.4. A barrier shield must be installed in the doorway. The shield is based on three transverse boards with a cross section of 50x150 mm, located in a horizontal plane at the same distance from each other. The ends of the transverse boards should be sawn in accordance with the shape and size of the corrugation of the side wall of the container. The transverse board is inserted into the first corrugation of the container from the doorway. The bottom board is placed near the floor of the container, the second in the middle, the third in the loading height. A vertical board, in the amount of at least four, should have a thickness of 25 to 30 mm and a width of 120 to 150 mm. The fastening of the transverse and vertical boards is made with nails from 60 to 70 mm long, at least two in each joint. Through-punching of the shield with nails is not allowed, with the exit of a sharp edge that can damage the container. Installation of plywood, cardboard and other sheets in the doorway is not used in the manufacture of the shield. The extreme row should be clearly visible in the doorway through the barrier shield.

5.5. The end wall of the container is protected by a shield similar to clause 5.4. It is allowed to fence the end wall with a sheet of plywood with a cross section of at least 10 mm for the entire height of loading when loading with a homogeneous load.

5.6. The distance from the door and the load and from the load to the end wall must be the same. The cargo is placed evenly and symmetrically relative to the longitudinal and transverse plane of symmetry of the container. If there are gaps, the distance is selected by installing a spacer frame.

5.7. Dangerous goods transported in different containers must be placed separately taking into account uniform distribution and separated by a sheet of plywood with a cross section of at least 10 mm from each other.

5.8. It is not allowed to use air bags, foam and other props that do not correspond to the TSM 943.

5.9. It is not allowed to attach the cushioning materials with nails to the floor and any other parts of the container structure and other cargo fastening elements.

5.10. All cargo packages with dangerous goods must be marked with transport markings in accordance with the Rules of Cargo Transportation.

5.11. A container certificate must be provided for all liquid cargoes. Upon request, a protocol for the compatibility of chemical products with containers, a technical certificate for containers, a calculation of the filling of containers based on the properties of the cargo can be requested. All documents must have the original and the translation into Russian, certified by the seal of the forwarder or cargo owner, indicating the diploma of the translator.

6. Dangerous goods permitted for transshipment, correction of loading at the terminal of PJSC "VMTP"

Dangerous goods transported in universal containers approved for acceptance are allowed to be reloaded or corrected for loading. Work with dangerous goods is carried out at a specialized site located at the container terminal (CT). The application must be accompanied by an MSDS, a container certificate (for liquid cargo). The requirements for documents are indicated in clause 5.11.

6.1. According to the nature of dangerous properties, cargoes are divided into classes. If the cargo has a subclass that is not indicated in the permitted ones, then such cargo requires additional approval. Permitted, without additional approval, classes when installing a barrier shield:

  • 2.1 - flammable gases.
  • 2.2 - non-flammable non-toxic gases.
  • 3 - flammable liquids.
  • 4.1 - flammable solids, with the exception of cargoes having the properties of self-reactive and desensitized explosives.
  • 6.1 (packing groups 2 and 3) - toxic (toxic substances)
  • 8 (packing groups 2 and 3) - caustic (corrosive) substances
  • 9 - other dangerous substances and products.

6.2. For overloading or other manipulations with the cargo, in addition to p 6.1, it is necessary to fulfill the condition imposed on the packaging of the goods. Without additional approval are allowed:

  • Boxes up to 50 kg without pallets, loaded taking into account the safe opening height of the doorway.
  • Bags up to 50 kg without pallets loaded taking into account the safe opening height of the doorway.
  • Bags, boxes, barrels formed into a transport package on a pallet with a maximum weight of up to 1,500 kg. The transport package in height must be formed taking into account the clearance from the load to the ledge of the doorway of at least 150 mm for safe removal.
  • MKR (subject to loading on a pallet or using gaskets to safely start the forklift forks) Loading up to the ledge of the doorway is at least 150 mm for safe removal.
  • Metal barrels (standard size 200 liters) immersed in a maximum of two tiers.
  • Polymer barrels with a rounded base are immersed taking into account the gap from the load to the ledge of the doorway of at least 150 mm for safe removal.
  • Eurocubes with loading in two tiers DShV 1200x1000x1150 mm, subject to loading into a container NS and a doorway height of 2597 mm.

6.3. In the case of container - car reloading and the fulfillment of the conditions of clauses 6.1 and 6.2, it is necessary to take into account which transport will be served for reloading. If it is a truck with an end loading, work is carried out without additional approval, taking into account the packaging of the cargo:

  • Boxes up to 50 kg
  • Bags up to 50 kg
  • The transport package is formed and fixed horizontally and relative to the pallet. The movement inside the truck is carried out with the help of a roller. If the transport package is not stable, the overload is agreed additionally.

MKR without a pallet, barrels without pallets of more than 50 liters are not accepted for overloading on cars with end loading.

Trucks with side loading and the container - container option, subject to the fulfillment of clauses 6.1 and 6.2, are processed without additional approval.

6.4. In case of non-fulfillment of the conditions of clauses 6.1 - 6.3, if it is impossible to carry out the work safely or if faulty containers are detected during the work, no further work is carried out. The responsible employee of the terminal makes an AOF, which is sent to the cargo department for further notification of the forwarder.

6.5. For goods not included in the list by class (subclass) or with containers that do not meet the requirements of paragraphs 6.2 and 6.3, prior approval of the cargo department is required before submitting an application.
