�In accordance with Part 2 of Article 98 and Part 4 of Article 253 of Federal Law No. 289-FZ of 03.08.2018 "On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation" (Collection of Legislation of the Russian Federation, 2018, No. 32, Article 5082), paragraph 1 of the Regulations on the Ministry of Finance of the Russian Federation, approved by Decree of the Government of the Russian Federation No. 329 dated 30.06.2004 (Collection of Legislation of the Russian Federation, 2004, No. 31, Article 3258; 2018, No. 30, Article 4748),/p>

1. �To establish that the customs posts of the Central Excise Customs, with the exception of the Specialized Customs Post of the Central Excise Customs (code 10009130) and the Far Eastern Specialized Customs Post of the Central Excise Customs (code 10009260) (hereinafter - the Specialized and Far Eastern Specialized Customs posts), have the competence to perform customs operations in respect of excisable goods and goods specified in the annexes No. 1, No. 3 and No. 4 to this order (hereinafter referred to as certain types of goods), unless otherwise established by this order, except for the competence to perform customs operations in respect of excisable and other types of goods, which is regulated by other regulatory legal acts adopted in accordance with the legislation of the Russian Federation./li>
2. �The competence to provide importers with excise stamps hasspan class="mytool">�customs authorities/a>, specified in Appendix No. 2 to this order. Customs authorities not specified in Appendix No. 2 to this order do not have the competence to provide importers with excise stamps./li>
3. �To establish that the Excise Specialized Customs Post (electronic declaration center) of the Central Excise Customs (code 100009100) (hereinafter referred to as the Excise Specialized Customs Post (CED)), regardless of the customs procedure, has the competence to perform customs operations defined by Chapters 17 and 18 of the Customs Codespan class="mytool">�The EAEU/a> (Federal Law No. 317 of 14.11.2017 "On Ratification of the Treaty on the Customs Code of the EAEU" (Collection of Legislation of the Russian Federation, 2017, No. 47, Article 6843) (hereinafter -span class="mytool">�The EAEU TC/a>)), using the declaration of goods (hereinafter -span class="mytool">�DT/a>)) and documents in electronic form in relation to excisable and certain types of goods. Other customs authorities, except for the cases established by this order, do not have the competence to perform customs operations specified in this paragraph in respect of goods specified in Annexes No. 3 and No. 4 to this order./li>
4. �To establish that customs posts, in accordance with the competence established by other regulatory legal acts, have competence to perform customs operations other than those defined by Chapters 17 and 18 of the EAEU Customs Code in respect of goods specified in Annexes No. 1, No. 3 and No. 4 to this order. The customs posts specified in this paragraph have the competence to perform customs operations defined by Chapters 17 and 18 of the EAEU Customs Code in cases of declaring goods specified in Annexes No. 1, No. 3 and No. 4 to this order, using a customs declaration on paper, as well as using transport (transportation), commercial and (or) other documents as declarations for goods in accordance with the Decision of the Customs Union Commission dated 05/20/2010 No. 263 "On the procedure for using transport (transportation), commercial and (or) other documents as declarations for goods" (official website of the Customs Union Commissiona href="http://www.tsouz.ru/">hhttp://www.tsouz.ru//a>,, 02.06.2010)sup>1 (hereinafter referred to as Commission Decision No. 263)./li>
5. �To establish that the competence to perform customs operations defined by Chapters 17 and 18 of the EAEU Customs Code in respect of goods imported into the Russian Federation classified in the positionsstrong>33403 and 2710197100 - 2710990000/strong> the Unified Commodity Nomenclature of Foreign Economic Activity of the EAEU (hereinafter - TNspan class="mytool">�Foreign economic activity/a> The EAEU), has exclusively an Excise Specialized Customs Post (CED), except for the cases established by paragraphs 6 and 9 of this order./li>
6. �To establish that, taking into account the features established by paragraphs 5 and 9 of this order, with respect to goods imported into the Russian Federation classified in the positionsstrong>33403 and 2710197100 - 2710990000/strong> �HS/a> The EAEU, customs authorities, in accordance with the competence established by other regulatory legal acts, have the competence to perform customs operations other than those defined by Chapters 17 and 18 of the EAEU Customs Code, as well as those defined by Chapters 17 and 18 of the EAEU Customs Code, in cases of declaring goods using a customs declaration on paper, as well as using transport (transportation), commercial and (or) other documents as declarations for goods in accordance with Commission Decision No. 263./li>
7. �To establish that the competence to issue vehicle passports (vehicle chassis passports), passports of self-propelled vehicles and other types of equipment on paper is possessed by the customs authorities included in the national part of the unified register of authorized bodies (organizations) of the EAEU member states and organizations manufacturing vehicles (vehicle chassis), self-propelled vehicles and other types of equipment that carry out the registration of passports (electronic passports) of vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment, which is conducted in accordance with the Decision of the Board of the Eurasian Economic Commission dated 01.09.2015 No. 112 "On approval of the Procedure for the formation and maintenance of the Unified Register of authorized bodies (organizations) of the EAEU Member States and organizations - manufacturers of vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment, carrying out registration of passports (electronic passports) of vehicles (chassis of vehicles), self-propelled vehicles and other types of equipment"/li>
8. �Customs authorities in the region of activity of which there are special (free) economic zones, territories of advanced socio-economic development or the free port of Vladivostok equated to them (hereinafter -span class="mytool">�FEZ/a>)), or there are free warehouses, commit in respect of the goods specified in annexes No. 3 and No. 4 to this order,span class="mytool">�customs operations/a>, related to the movement of goods across the border of the FEZ or free warehouse./li>
9. �Do not apply this order:/span>
   1. �when carrying out customs operations related to the arrival (departure) of goods in the Russian Federation, using the customs procedure of customs transit;/li>
   2. �when placing goods under customs procedures of duty-free trade, export, movement of goods intended for the prevention and elimination of natural disasters and other emergency situations, including goods intended for free distribution to persons affected by emergency situations, and goods necessary for emergency rescue and other urgent work and life and liquidation natural disasters and other emergency situations, including goods intended for free distribution to persons affected by emergencies, and goods necessary for emergency rescue and other urgent work and life of emergency rescue units, as well as the movement of goods of the EAEU (hereinafter referred to as the EAEU) between the customs authorities of the Russian Federation through the territory a state that is not a member of the EAEU, and the movement of goods across the State Border of the Russian Federation between military units of the Russian Federation stationed on the territory of the Russian Federation and outside this territory, as well as when moving supplies across the customs border of the EAEU;/li>
   3. �in respect of goods arriving in the Russian Federation, located at a checkpoint across the State Border of the Russian Federation or in another customs control zone located in close proximity to the checkpoint across the State Border of the Russian Federation, not placed under any customs procedure, placed under the customs procedure of re-export, as well as departing from the Russian Federation from the specified checkpoint through The state border of the Russian Federation;/li>
   4. �with respect to goods transported by individuals for personal, family, household and other needs not related to the implementation of entrepreneurial activity, including those delivered by the carrier to individuals;/li>
   5. �with respect to goods transported by foreign individuals or legal entities enjoying privileges and (or) immunities in accordance with international treaties of the Russian Federation, certain categories enjoying customs privileges;/li>
   6. �with respect to goods transported in international mail;/li>
   7. �in relation to exhibition samples and samples for certification tests (taking into account the quantitative restrictions of goods of the corresponding category);/li>
   8. �with respect to the goods specified in Annex No. 4 to this order, if these goods are intended to support the activities of the airport (airfield), air carriers and aircraft repair enterprises;/li>
   9. �with respect to goods imported into the Russian Federation that are not subject to customs declaration;/li>
   10. �with respect to the goods specified in Annex No. 4 to this Order temporarily imported into the Russian Federation for demonstration at exhibitions, fairs, international meetings and other similar events (with the exception of exhibitions in places of production or other commercial activities conducted for the purpose of selling imported goods), in respect of which the EAEU law provides a full conditional exemption from payment of customs duties and taxes;/li>
   11. �when goods are released in accordance with the customs procedure of release for domestic consumption at the end of the customs procedure of the free customs zone on the territory of the Special Economic Zone in the Kaliningrad region, in respect of which a zero excise rate is established or there is no obligation to pay excise duty on the basis of subparagraph 1.1 of paragraph 1 of Article 185 of the Tax Code of the Russian Federation (Collection of Legislation of the Russian Federation, 2000, No. 32, article 3340; 2015, No. 48, article 6689);/li>
   12. �when performing customs operations carried out during customs control after the release of goods;/li>
   13. �with respect to goods classified in the headingstrong>2710 The Customs Code of the EAEU, transported by pipeline transport, as well as imported into the Russian Federation under permits for processing goods outside the customs territory;/li>
   14. �in respect of medicines that have passed state registration with the authorized state body and entered and (or) included in the State Register of Medicines; medicines for medical use in order to form a common market of medicines of the EAEU, information about which is contained in the unified register of registered medicines of the EAEU; unregistered medicines in the presence of a conclusion (authorization document) issued by the authorized state body; biologically active food additives, as well as certain types of specialized food products, including dietary therapeutic and dietary preventive nutrition, which have passed the conformity assessment in the form of state registration with the authorized state body./li>
10. �To recognize as invalid the order of the Ministry of Finance of the Russian Federation No. 27n dated 02/18/2020 "On the competence of Customs authorities to perform certain Customs operations and specific functions in relation to goods" (registered by the Ministry of Justice of the Russian Federation on 05/29/2020, registration No. 58507)./li>
11. �Control over the execution of this order by the customs authorities shall be entrusted to the head of the Federal Customs Service Bulavin V.I./li>
12. �This order shall enter into force thirty days after the date of its official publication./li>
