Certificate of safety of the construction of vehiclesor shortened -SBKTS  This is an official document confirming that the design of a certain vehicle meets safety standards and its use on public roads is acceptable. The process of issuing this certificate takes place in accordance with the technical regulationsTR CU 018/2011 On the safety of wheeled vehicles.

This certificate is also called ESBKTS - an electronic certificate of safety of the vehicle structure, as it is issued in electronic form.

The presence of SBKTS is mandatory for the operation of an individual vehicle on the territoryThe EAEU. Without this document, it is impossible to obtain an electronic vehicle passport (EPTS). In addition, such a vehicle will not be allowed to operate on public roads, in other words, it is prohibited to travel on such a vehicle.

The SBCTS certificate allows the vehicle owner not to issue a EURO certificate, since this document already contains complete information about the vehicle, including information about the environmental class.

A safety certificate for the construction of vehicles is issued to both an individual and a legal entity when importing vehicles from the date of issue of which more than 3 years have passed.

During customs clearance of a vehicle for a legal entity, it is necessary to provide an SBKTS, for its receipt a conditional release is issued with an obligation to provide SBKTS within 45 days. 

Certificate of safety of the construction of vehicles

SBKTS is issued when:

  • import of a vehicle into the Russian Federation;
  • registration of a self-assembled vehicle;
  • production of a vehicle with design differences.

SBKTS is needed for:

  • motor vehicles – category L;
  • passenger cars – M1 category;
  • trucks up to 12 tons – categories N1 and N2.;
  • buses of the M3 category.;
  • trailers - category O.

SBKTS is not needed for:

  • temporary importation of a vehicle – up to six months;
  • vehicles with a maximum speed of up to 25 km/h;
  • sports cars and special equipment not for use on public roads;
  • vehicles of categories L and M1, more than 30 years have passed since their release date (retro);
  • vehicles of categories M2, M3 and N, not intended for commercial transportation of passengers and cargo, more than 50 years have passed since the date of release, with original engine, body and, if available, frame, preserved or restored to original condition;
  • off-road heavy trucksvehicles;
  • cars of consuls, diplomats, refugees, displaced persons, volunteers.

For registration of the SBKTS, you will need:

  • application for evaluation;
  • an identity document (a copy of the passport of the 2nd and 3rd pages) (for an individual);
  • TIN certificate (copy) 9 (for an individual);
  • company card (for a legal entity);
  • certificate of INN and OGRN (for a legal entity);
  • confirmation of the creation of a personal account on the websiteElectronic Passport Systems;
  • a document confirming the ownership of the car (purchase and sale agreement, invoice, specification, other agreements stipulated by the Civil Code of the Russian Federation);
  • customs declarationTHE EAEU Customs Union;
  • customs receipt for payment of the recycling fee;
  • the agreement on the purchase of the ERA-GLONASS device;
  • consent to the processing of personal data, in case of entering data about the owner;
  • general technical description of the vehicle in the form from Appendix No. 17 toTR CU018/2011;
  • photos of the general view of the vehicle from all sides, etc. (details by clicking).

    • The general plan of the vehicle from all sides (full-face shooting points, ½ full-face on the left, profile on the left, profile on the right, rear, ½ rear on the right). In this case, the entire body of the vehicle must be placed in the frame, without truncating the elements. Photos should be bright/bright and clear, all inscriptions and numbers should be clearly readable, and avoid double interpretations. It is not allowed to photograph a vehicle without a state number, in the case of a registered vehicle. The body color must match what is stated in the documentation, and not have unacceptable modifications.
    • Identification features:
      • VIN number (shooting points – all present application sites, including under the passenger's mat, in the spare wheel niche, under the windshield);
      • body number (shooting points - all present application sites);
      • chassis number (shooting points - all present application sites);
      • cabin number (shooting points - all present application sites);
      • engine number (shooting points - all present application sites).
    • Photo of the odometer with the ignition turned on to record the mileage.
    • Photos of the engine compartment (general view) and the model (numbers) of the engine.
    • Photos of tires, rims (shooting points – general view,marking, dimension).
    • Photos of non–serial additional equipment (shooting points - general appearance, marking, dimension or characteristics).
     

When registering the SBKTS, the following happens:

  • preparation and submission of necessary documents;
  • vehicle identification in the SBKTS testing laboratory;
  • vehicle inspection according to TR CU 018/2011;
  • drawing up a protocol;
  • preparation and issuance of SBCTS.
