Certification is translated from Latin as (certum - true + facere - to do). Certification means actions confirming the quality and compliance of the actual properties of the certified products with the requirements of national and international standards./p>

Unfortunately, many do not pay attention to the certification of goods. British scientists have proved,  what most people don't know is what the PCT or EAC logo on the product packaging means. In fact, the signs of compliance with GOST R and a single sign of treatment indicate that thisspan class="mytool">product/a> passed the quality assessment procedure. If the goods are subject to mandatory conformity assessment, then it is impossible to import them into Russia without obtaining permits, and accordingly, the absence of labeling means that the goods are either not subject to mandatory conformity assessment, or imported illegally./p>

Product certification should be a guarantee of its quality and protect the buyer from an unscrupulous manufacturer, confirm that the product is safe for human life and the environment. Certification is carried out by an independent party in order to confirm the compliance of the object under study with the current regulations, technical regulations and standards./p>

In the field of technical regulation, two main forms of documents are used,span class="mytool">certificate of conformity/a> and the declaration of conformity:/p>

Both forms of conformity assessment (certification and declaration) comply with the standards applicable in the European Union and are based on determining the degree of potential danger of the product. Depending on this, the form is used:/p>

The difference between these two forms lies in the degree of responsibility of applicants and certification bodies. When certifying products, the conformity document is drawn up and the certification body is responsible for it. In another case, the applicant himself accepts the declaration of conformity based on product tests, and the certification body only registers the document, responsibility for the information provided in the declaration falls on the applicant./p>

Information on all issued certificates of conformity and registered declarations of conformity is contained in the national part of the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity, issued in a single form, which is published on the official website of Rosaccreditation./p>

Customs authorities/a> The Russian Federation has access to this information resource and uses this information in the implementation of customs procedures and customs control within the framework of the implementation of the system of interdepartmental electronic interaction./p>

Technical regulation/h3>

Technical regulation/a> - it is one of the main elements of the integration of the EAEU member states, which makes it possible to eliminate technical barriers to trade for goods whose quality does not meet the safety criteria. One of the priorities is to increase the competitiveness of Russian products, modernize industry, ensure the safety of products and their production processes, and protect the foreign economic interests of the EAEU member states./p>

Since 01.07.2010, national and unified technical regulation regimes have been operating on an alternative basis on the territory of the EAEU. The national regulatory regime is applied to products for which the technical regulations of the Customs Union (EAEU) have not yet been adopted. Technological requirements for such products are established by GOST standards and Technical Regulations of the Russian Federation, the application of which should protect the life and health of citizens, prevent harm to the environment and create the necessary conditions to increase the energy efficiency of production./p>

The unified regulatory regime is applied to products for which the technical regulations of the Customs Union (EAEU) have been adopted. The technical regulations of the Customs Union (EAEU), in accordance with the Protocol on Technical Regulation within the EAEU (Annex No. 9 to the EAEU Treaty), are understood to be a document establishing mandatory requirements for technical regulation facilities in the territory of the EAEU. The technical regulations of the Customs Union (EAEU) have been adopted for various types of products, such as food products, light industry goods, perfumes and cosmetics, toys, machinery and equipment, motor vehicles and much more./p>

Technical regulation within the Union is carried out in accordance with the following principles:/p>

  1. establishing mandatory requirements for products or products and related product requirements for the processes of design (including surveys), production, construction, installation, commissioning, operation, storage, transportation, sale and disposal;/li>
  2. establishment of uniform mandatory requirements in the technical regulations of the Union or national mandatory requirements in the legislation of the Member States for products,a href="/en/sertifikatsiya/tekhnicheskie-reglamenty#single_list_trts" title="a single list of products for which mandatory requirements are established within the Union">included in the unified list of products for which mandatory requirements are established within the Union (hereinafter referred to as the unified list)/a>;;/li>

  4. compliance of technical regulation within the Union with the level of economic development of the member States and the level of scientific and technical development;/li>
  5. the independence of the accreditation bodies of the Member States, the conformity assessment bodies of the Member States and the supervision (control) bodies of the Member States from manufacturers, sellers, performers and purchasers, including consumers;/li>
  6. the unity of the rules and methods of research (testing) and measurements during the mandatory conformity assessment procedures;/li>
  7. unity of application of the requirements of the technical regulations of the Union, regardless of the types and (or) features of transactions;/li>
  8. inadmissibility of restricting competition in the implementation of conformity assessment;/li>
  9. implementation of state control (supervision) over compliance with the requirements of the technical regulations of the Union on the basis of harmonization of legislation of the Member States;/li>
  10. voluntary application of standards;/li>
  11. development and application of interstate standards;/li>
  12. harmonization of interstate standards with international and regional standards;/li>
  13. unity of rules and procedures for mandatory conformity assessment;/li>
  14. ensuring the harmonization of the legislation of the Member States in terms of establishing liability for violations of mandatory product requirements, rules and procedures for mandatory conformity assessment;/li>
  15. implementation of a coordinated policy in the field of ensuring the uniformity of measurements within the Union;/li>
  16. preventing the establishment of excessive barriers to doing business;/li>
  17. the establishment of transitional provisions for the gradual transition to new requirements and documents./li>

GOST R system/h3>

In Russia, there are such forms of product quality confirmation as mandatory and voluntary./p>

Mandatory certification is required for products whose use threatens the health and life of consumers. Certification of products in the national GOST R system is carried out in accordance with the requirements of Government Decree No. 982 of 01.12.2009 "Nomenclature of goods subject to mandatory certification and declaration of conformity", for example, tires for cars, organic oils, electrical equipment, household electrical appliances, products for children, tobacco products. span style="background-color: inherit; color: inherit; font-family: inherit; font-size: 1rem;">If the products are reflected in this list, then there is a need to issue a certificate or declaration of conformity./span>

Voluntary certification is carried out on the initiative of the customer if he wants to increase competitiveness, confirm certain properties of products, or additionally assure consumers of its high consumer quality. The procedure of voluntary certification practically does not differ from the procedure of mandatory certification. It includes the same stages that are assigned to special certification bodies that have the appropriate state accreditation./p>

If the product needs mandatory certification, then registration of voluntary certification is not enough./p>
