�The procedure for collecting environmental fees and standards for the disposal of waste from the use of goods in 2024-2029/h2>

�Environmental collection is one of the instruments of state policy aimed at reducing the negative impact of waste on the environment and encouraging producers and importers to recycle goods and their packaging. In the period 2024-2029 in the Russian Federation, the procedure for collecting environmental fees and waste disposal standards will be regulated by federal legislation, including the Federal Law "On Production and Consumption Waste" (No. 89-FZ), Government resolutions and departmental acts./p>

�The amount of base rates is regulated by Decree of the Government of the Russian Federation No. 1041 dated 08/01/2024. On the values of the basic rates of environmental collection and the coefficient that takes into account the complexity of waste extraction from the use of goods for further disposal, the technological feasibility of their disposal, taking into account changes in the physical, chemical and mechanical properties of materials during repeated use (taking into account possible recycling cycles from the use of goods), the demand for secondary raw materials obtained from such waste, for for use in the manufacture of goods (products)./p>

�Coefficients for calculating environmental collection amounts, depending on the category of goods, are determined by Decree of the Government of the Russian Federation No. 2414 dated December 29, 2023 On Approval of Lists of Goods, Packaging, Waste from the Use of which are Subject to Disposal, and Standards for the disposal of waste from the use of Goods, packaging./p>

�These regulations establish both fixed rates and the procedure for their indexing, which ensures the predictability of financial obligations for market participants./p>

�The system of environmental collection and recycling standards in Russia for 2024-2029 is aimed at increasing the level of waste recycling, minimizing environmental damage and moving to a more sustainable economy. Manufacturers and importers should take these requirements into account in their activities in order to avoid fines and contribute to the preservation of the environment./p>

�Grounds for paying an environmental fee/h4>

�Manufacturers and importers of goods are required to pay the environmental fee if they:/p>

• �They do not organize independent disposal of waste generated after the loss of consumer properties of the product.;/li>
• �they do not enter into contracts with recycling operators;/li>
• �they do not reach the established recycling standards./li>

�The payment of the fee is intended to provide financing for waste disposal, as well as to encourage enterprises to introduce environmentally responsible technologies./p>

�The rules for collecting environmental fees have been approved by a government decree  RF No. 1990 dated 12/30/2024 On the procedure for collecting an environmental fee/h3>

�In accordance with Article 24.5 of the Federal Law "On Production and Consumption Waste", the Government of the Russian Federation decides:/p>

1. �Approve the attached documents:ul>
2. �Rules for collecting environmental fees;/li>
3. �amendments to the acts of the Government of the Russian Federation./li>
4. �To establish that the implementation of the powers provided for in this resolution is carried out by the Federal Service for Supervision of Natural Resources Management within the limits of the maximum number of employees established by the Government of the Russian Federation, as well as budget allocations provided to the Service in the federal budget for the relevant financial year and planning period for the management and management of established functions./li>
5. �To establish that Decree of the Government of the Russian Federation No. 1073 of October 8, 2015 "On the Procedure for Collecting Environmental Fees" applies to goods and packages whose primary sale in the territory of the Russian Federation was carried out from January 1, 2022 to December 31, 2023, in accordance with parts 15 and 16 of Article 7 of the Federal Law of August 4, 2023 Federal Law No. 451-FZ "On Amendments to the Federal Law "On Production and Consumption Waste" and Certain Legislative Acts of the Russian Federation"./li>
6. �To establish that the provisions of paragraph 7 of the Rules approved by this resolution do not apply to goods and packages imported from January 1, 2024 to December 31, 2025 into the Russian Federation from non-member states of the Eurasian Economic Union, importers of goods, except for the cases provided for in paragraphs 6 and 7 of this resolution./li>
7. �The environmental fee for the goods and packaging specified in paragraph 4 of this resolution is calculated in accordance with the form provided for in Appendix No. 1 to the Rules approved by this resolution and is paid in accordance with Part 9 of Article 7 of Federal Law No. 451-FZ of August 4, 2023 "On Amendments to the Federal Law "On Waste production and Consumption" and certain legislative acts of the Russian Federation" within the period stipulated by paragraph 2 of Article 24.5 of the Federal Law "On Production and Consumption Waste"./li>
8. �To establish that with respect to goods and packages included in the list of certain types of goods, including packaged goods participating in the experiment, provided for in Appendix No. 1 to the Regulation on Conducting an Experiment with respect to Certain Groups of Goods, including Packaged Goods, approved by Decree of the Government of the Russian Federation No. 750 dated June 1, 2024 "On conducting an experiment with respect to certain groups of goods, including packaged goods" imported from September 1, 2024 to September 1, 2025 into the Russian Federation from non-member states of the Eurasian Economic Union by importers of goods, the environmental fee is calculated and paid in accordance with the first paragraph of paragraph 7 of the Rules approved by by this resolution./li>
9. �If importers of goods and packages included in the list of certain types of goods, including packaged goods participating in the experiment, specified in paragraph 6 of this resolution, have not fulfilled or have not fully fulfilled the obligation to ensure self-disposal in respect of goods and packages imported from January 1 to December 31, 2024. From January 1 to December 31, 2025, importers of goods to the Russian Federation from non-member states of the Eurasian Economic Union, the environmental fee is calculated in accordance with the form provided for in Appendix No. 3 to the Rules approved by this resolution, and is paid for the reporting period, respectively, until April 15, 2025 and April 15, 2026./li>
10. �To establish that the Rules approved by this resolution apply to legal relations that have arisen since January 1, 2024./li>
11. �To establish that with respect to goods and packaging, the primary sale of which on the territory of the Russian Federation was carried out from January 1 to December 31, 2023, when calculating the environmental fee, the collection rates for each group of goods, packaging group of goods, waste from the use of which is subject to disposal, paid by manufacturers of goods, importers of goods that do not provide independent disposal, are applied. waste from the use of goods (environmental collection), approved by Decree of the Government of the Russian Federation No. 284 dated April 9, 2016 "On the establishment of collection rates for each group of goods, packaging group of goods, waste from the use of which is subject to disposal, paid by manufacturers of goods, importers of goods that do not provide independent disposal of waste from the use of goods (environmental collection)"./li>
12. �Calculation of the amount of the environmental fee and payment of the environmental fee in respect of goods, packaging, the primary sale of which on the territory of the Russian Federation was carried out from January 1 to December 31, 2023, as well as reporting on compliance with waste disposal standards from the use of goods, packaging are provided until April 15, 2025 in accordance with the lists of goods, packaging of goods subject to disposal after the loss of their consumer properties, and the standards for the disposal of waste from the use of goods for 2023 and subject to the provisions of Part 15 of Article 7 of Federal Law No. 451-FZ of August 4, 2023 "On Amendments to the Federal Law on Production and Consumption Waste and Certain Legislative Acts of the Russian Federation."/li>
13. �Environmental fee rate for group N 49 "Polymer packaging" collection rates for each group of goods, packaging group of goods, waste from the use of which is subject to disposal, paid by manufacturers of goods, importers of goods that do not provide independent disposal of waste from the use of goods (environmental collection), approved by Decree of the Government of the Russian Federation dated April 9, 2016 N 284 "On the establishment of collection rates for each group of goods, packaging group of goods, waste from the use of which is subject to disposal, paid by manufacturers of goods, importers of goods that do not provide independent disposal of waste from the use of goods (environmental collection)", applies to packaging made of halogen-free polymer materials, packaging made of polymer materials halogen-containing products and packages made of combined materials, the primary sale of which on the territory of the Russian Federation was carried out from January 1 to December 31, 2023./li>
14. �To be declared invalid from September 1, 2025.:ul>
15. �Decree of the Government of the Russian Federation No. 1073 dated October 8, 2015 "On the Procedure for Collecting Environmental Fees" (Collection of Legislation of the Russian Federation, 2015, No. 42, Article 5786);/li>
16. �Decree of the Government of the Russian Federation No. 986 dated August 23, 2018 "On Amendments to the Rules for Collecting Environmental Fees" (Collection of Legislation of the Russian Federation, 2018, No. 36, art. 5615)./li>
17. �This resolution shall enter into force on January 1, 2025, with the exception of paragraph 4 of the amendments approved by this resolution, which shall enter into force from the date of the official publication of this resolution./li>
18. �The rules approved by this resolution are valid until January 1, 2031./li>

�In short, the collection procedure is as follows:/h4>

1. �Declaration of goods:br />�Every year, by April 15, manufacturers and importers are required to submit a declaration on the number of goods and packages released to the market./li>
2. �Calculation and payment:br />�The amount of the environmental fee is calculated based on:ul>
3. �the volume of products put into circulation;/li>
4. �environmental fee rates set by the Government of the Russian Federation;/li>
5. �recycling standards for specific types of goods and packaging.The fee must be paid by April 15th of the year following the reporting year./li>
6. & Control:/span>
   • �Rosprirodnadzor is responsible for overseeing the fulfillment of obligations, which verifies the accuracy of the submitted data and the completeness of payment of the environmental fee./li>

�Collection of the environmental fee control over the correctness of the calculation, completeness and timeliness of its payment is carried out by the Federal Service for Supervision of Environmental Management. The environmental fee is calculated and paid by manufacturers and importers of goods (including packaging) to be disposed of after they lose their consumer properties for each of the groups of goods to be disposed of./p>

�The list of goods, packages, waste from the use of which are subject to disposal, waste disposal standards and the values of basic environmental collection rates/strong>
