• �ensuring compliance with prohibitions and restrictions established in accordance with the legislation of the Russian Federation on state regulation of foreign trade activities and international treaties of the Russian Federation (hereinafter referred to as trade restrictions) in respect of goods transported across the customs border of the Russian Federation;/li>
• �protection of intellectual property rights;/li>
• �control over foreign exchange transactions of residents and non-residents related to the movement of goods and vehicles across the customs border of the Russian Federation;/li>
• �improvement of the state policy in the field of customs, trade restrictions, currency control and its implementation;/li>
• �improvement of regulatory and other legal acts in accordance with the competence of the Department;/li>
• �information and analytical work in accordance with the competence of the Department;/li>
• �departmental control of the activities of customs authorities in the field of trade restrictions, currency and export control;/li>
• �interaction with other bodies and organizations that carry out other types of state control./li>

�Management is engaged in:/p>

• �participates in ensuring the system of export control, coordination and control established in the Russian Federation in the field of military-technical cooperation, establishes the specifics of customs control in relation to military products, goods subject to export control, special technical means intended for the secret receipt of information;/li>
• �develops and implements, within the competence of the Department, measures aimed at ensuring compliance with the legislation of the Russian Federation on state regulation of foreign trade activities and international treaties of the Russian Federation when moving nuclear and special non-nuclear materials, waste, ozone-depleting substances, narcotic and medicinal products, potent, psychotropic and poisonous substances, animals and plants across the customs border of the Russian Federation, endangered species, their parts and derivatives, as well as other goods;/li>
• �organizes and ensures the participation of customs authorities in improving measures aimed at the safety of imported goods;/li>
• �maintains the customs register of intellectual property objects, submits extracts from the customs register of intellectual property objects to interested persons on the basis of appeals, considers applications from copyright holders (their representatives) on taking measures related to the suspension of the release of goods;/li>
• �organizes inspections of compliance by participants of foreign economic activity with acts of the currency legislation of the Russian Federation, acts of currency regulation bodies, acts in the field of state regulation of foreign trade barter transactions within the competence of customs authorities;/li>
• �participates in the preparation of proposals on the specifics of declaring and releasing certain types of goods according to the lists established by the President of the Russian Federation or the Government of the Russian Federation;/li>
• �participates in the development and adoption of measures to protect the rights and interests of legal entities and individuals in the field of customs affairs, coordinates (approves) draft decisions (letters) relevant structural divisions of the central office of the Federal Customs Service of Russia on complaints, requests and applications of organizations and citizens within the competence of the Department;/li>
• �organizes and carries out interdepartmental information exchange and interaction with other state regulatory authorities, currency control agents, law enforcement agencies and public administration bodies within the competence of the Department;/li>
• �participates in the development and definition of requirements for the formation and maintenance of electronic databases and automation software that ensure the activities of the Department and Customs authorities for the implementation of customs and currency control, and accounting for their results, provides methodological support for the maintenance of electronic databases in the Federal Customs Service of Russia within the competence of the Department;/li>
• �directs tospan class="mytool">�customs authorities/a> information on intellectual property objects entered in the customs register of intellectual property objects and information necessary for taking measures related to the suspension of the release of goods, as well as information on the exclusion of intellectual property objects from the customs register of intellectual property objects;/li>
• �organizes the work of customs authorities to control currency transactions of residents and non-residents related to the movement of goods and vehicles across the customs border of the Russian Federation, in accordance with the currency legislation of the Russian Federation and the regulatory legal acts of currency regulation bodies adopted in accordance with it;/li>
• �determines, within the competence of the Department, the forms and methods of control by customs authorities of currency transactions, as well as movement of currency of the Russian Federation, securities in documentary form, currency valuables, precious metals and precious stones by individuals and legal entities across the customs border of the Russian Federation;/li>
• �examines information materials and requests from customs authorities, banks, as well as other organizations and persons on currency control issues and sends, within the competence of the Department, responses to requests, as well as informs customs authorities about the prepared conclusions;/li>
• �sends to the customs authorities the information necessary for the implementation of currency control, provided for by information exchange technologies on the implementation of control related to the competence of the Department, as well as samples of seals of authorized banks in compliance with the relevant rules for working with documents and other confidential information;/li>
• �sends to the customs authorities information on the exchange rates of foreign currencies to the Russian ruble set by the Central Bank of the Russian Federation;/li>
• �ensures uniform application by the customs authorities of the customs legislation of the Russian Federation on issues related to the competence of the Department;/li>
• �coordinates (directs), in accordance with the established procedure, regional (zonal) risk profiles on issues related to the competence of the Management, carries outspan class="mytool">�analysis/a> and control of their implementation;/li>
• �analyzes and evaluates the activities of customs authorities on issues related to the competence of the Department, develops proposals to improve the efficiency of their work;/li>
• �participates in the organization, coordination and control of customs control by customs authorities on issues related to the competence of the Department;/li>
• �carries out departmental control of decisions, actions (inaction) of subordinate customs authorities and their officials in the field of customs affairs on issues related to the competence of the Department;/li>
• �submits proposals to the leadership of the Federal Customs Service of Russia on the distribution of the competence of customs authorities at various levels in the exercise of control on issues related to the competence of the Department;/li>
• �develops and submits for consideration by the management of the Federal Customs Service of Russia draft model regulations on structural divisions of customs authorities in the areas of Management activities;/li>
• �carries out methodological guidance of the activities of structural divisions of customs authorities in the areas of Management activities, makes proposals on their material and technical equipment;/li>
• �coordinates the appointment and dismissal of the heads of structural divisions of regional customs administrations and customs offices in the areas of activity of the Department;/li>
• �participates in professional training, retraining and advanced training of customs officials, organizes and provides seminars and internships;/li>
• �applies risk analysis methods to identify goods, vehicles, documents and persons subject to verification and the extent of such verification, participates in ensuring the effective functioning of the risk management system within the competence of the Department;/li>
• �develops and submits proposals for the management of the Federal Customs Service of Russia on the maintenance of special customs statistics, collects, summarizes and analyzes data within the competence of the Department;/li>
• �provides information support to structural divisions of the central office of the Federal Customs Service of Russia based on the results of information and analytical work of the Department, as well as the results of law enforcement practice of customs authorities in the field of trade restrictions, currency and export control;/li>
• �participates in the detection, suppression and prevention of administrative offenses in the field of customs;/li>
• �participates in the organization and conduct of scientific research in the field of customs;/li>
• �participates in the development of methodological and educational materials on issues related to the competence of the Department;/li>
• �represents the interests of the Federal Customs Service of Russia in state and other bodies and organizations when considering issues related to the competence of the Department;/li>
• �participates in the development of drafts of international treaties of the Russian Federation in the field of customs and in the preparation of proposals for the accession of the Russian Federation to international treaties in the field of customs;/li>
• �cooperates in accordance with the established procedure with the customs and other competent authorities of foreign states, international organizations on customs issues;/li>
• �performs other functions if such functions are provided for by federal laws, acts of the President of the Russian Federation and acts of the Government of the Russian Federation, regulatory and other legal acts of the Federal Customs Service of Russia./li>
