Non-tariff measures

A set of various measures and measures of trade, financial, administrative, environmental policy, health policy and other policies aimed at regulating foreign trade, as well as creating obstacles in the field of foreign trade, but not related to customs and tariff methods of state regulation. (Appendix No. 7 to the Agreement onThe EAEU. Protocol on Non-Tariff Regulation Measures with respect to Third Countries).

In accordance with international agreementsnon-tariff measuresthey are applied as an exception to the general free trade rule in the following cases:

  • Introduction of temporary quantitative restrictions on the export or import of certain goods caused by the need to protect the national market;
  • Implementation of a permissive procedure for the export or import of certain goods that may have an adverse impact on the security of the state, the life or health of citizens, the property of individuals or legal entities, state or municipal property, the environment, the life or health of animals and plants;
  • Implementation of international obligations;
  • Introduction of the exclusive right toexportor import of individual goods;
  • Introduction of special protective, anti-dumping and countervailing measures;
  • Protection of public morality and law and order;
  • Protection of cultural values Ensuring national security.
