�The Department exercises the powers of the administrator of federal budget revenues from receipts of customs and other payments from foreign economic activity in the field of customs affairs, coordinates and controls the work of customs authorities in this area of activity, organizes, coordinates and controls the collection by customs authorities of customs duties, taxes, anti-dumping, special and countervailing duties, customs duties and other payments, the correctness of the calculation of payments by customs authorities and persons responsible for their payment, and the timeliness of payment of these customs payments by these persons and their transfer by customs authorities to the federal budget in full./p>

�Organizes and ensures the effective functioning of centralized and operational accounting and control systems for the receipt of customs and other payments to the federal budget.br />�Generates certificates and reports on the revenue side of the federal budget in the context of types of customs and other payments, customs authorities and the customs system as a whole for the management of the Federal Customs Service of Russia and interested executive authorities./p>

�Areas of activity of the Department:/p>

• �organization, coordination and control of the application by the relevant customs authorities of the powers of the administrator of federal budget revenues from customs and other payments from foreign economic activity in the field of customs;/li>
• �ensuring, within the competence of the General Directorate, the timely receipt of customs duties, taxes, anti-dumping, special and countervailing duties, customs duties and other payments to the federal budget, the collection of which is entrusted tospan class="mytool">�customs authorities/a>;;/li>
• �ensuring control of the cash flow on the accounts of customs authorities and their transfer to the federal budget revenue;/li>
• �organization and coordination of the work of customs authorities to optimize the mechanisms of payment of customs duties by persons responsible for the payment of such payments;/li>
• �organization and coordination of work on the maintenance of operational and budgetary accounting of customs and other payments, control over the formation of consolidated reports on customs and other payments and primary budget accounting documents;/li>
• �ensuring the analysis and forecasting of the amount of receipts to the federal budget of customs and other payments, the collection of which is entrusted to the customs authorities;/li>
• �development and application of technologies, accounting and control systems for the accrual, payment of customs and other payments, the application of benefits for the payment of such payments and other preferences, including the use of automated software;/li>
• �organization of the work of customs authorities in accordance with the procedure for calculating and collecting customs duties and penalties due for late payment of goods transported across the customs border of the Russian Federation, identification of persons responsible for paying such payments; control over the activities of customs authorities on this issue;/li>
• �organizing and coordinating the work of customs authorities to control the payment of customs duties on the most tax-intensive and specific goods, including exported energy resources, and ensuring that such payments are fully received by the federal budget;/li>
• �coordination of the activities of customs authorities on the organization of the work of customs brokers (representatives), the procedure for certifying customs clearance specialists for their compliance with qualification requirements, and the issuance and cancellation of qualification certificates for customs clearance specialists; /li>
• �organization, coordination and control of the application by customs authorities of enforcement of obligations to pay customs and other payments related to the movement of goods across the customs border of the Russian Federation and the implementation of activities in the field of customs;/li>
• �organization, coordination and control of the application by customs authorities of measures to enforce collection of arrears in the payment of customs duties (penalties) incurred when responsible persons fail to fulfill obligations to customs authorities to pay such payments to the federal budget related to the movement of goods across the customs border of the Russian Federation (hereinafter referred to as arrears in the payment of customs duties and penalties);/li>
• �organization, coordination and control of compliance by customs authorities with the legislation of the Russian Federation in the field of execution (enforcement) of rulings on administrative offenses issued by customs authorities and courts (justices of the peace) in the field of customs (hereinafter referred to as AP rulings), and receipt of administrative penalties imposed on them;/li>
• �organization and coordination of compliance by customs authorities with the legislation of the Russian Federation on the implementation of existing powers regarding the disposal (transfer for disposal) of goods and vehicles under the control of customs authorities that have been converted into federal ownership in accordance with the established procedure, the disposal of goods and vehicles in respect of which the chapter of the Customs Code of the Russian Federation provides for an out-of-court order;/li>
• �organization, coordination and control of the application by the customs authorities of the legislation of the Russian Federation and international legal acts regarding the validity of the provision by customs authorities of benefits for the payment of customs duties and other exemptions from customs duties, including the provision of deferrals, installments of such payments;/li>
• �organization, coordination and control of the application by customs authorities within their competence of the legislation of the Russian Federation on state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products;/li>
• �organization and coordination of the work of customs authorities on customs clearance and control of excisable goods, including taking into account the specifics of mandatory labeling with excise stamps;/li>
• �development of draft orders of the Federal Customs Service of Russia on establishing the competence of customs authorities to perform customs operations in respect of certain types of goods transported by individuals, precious metals and precious stones, excisable and other certain types of goods;/li>
• �development of proposals for improving legislative and other legal acts in the field of customs affairs on issues within the competence of the General Directorate for the formation and application of the Customs Tariff of the Russian Federation;/li>
• �organization, coordination and control over the practical application by customs authorities of customs and other duty rates in respect of goods transported across the customs border of the Russian Federation;/li>
• �organization and coordination of the work of customs authorities in making decisions on the origin of goods from a specific country (country of origin of goods); control over the activities of customs authorities on the specified issue;/li>
• �organizing and coordinating the work of customs authorities to control the customs value of goods transported across the customs border of the Russian Federation, ensuring that customs authorities make objective and informed decisions on determining the customs value of goods;/li>
• �organization, coordination and control of the application by customs authorities of the risk management system in the direction of customs value control;/li>
• �organization of providing customs authorities with up-to-date price information for proper application and its use in the work of controlling the customs value of goods;/li>
• �conducting work on the study, generalization and use of the practice of the customs authorities of foreign countries in relation to issues within the competence of the General Directorate, participation in the work of the Federal Customs Service of Russia at the interstate level on these issues;/li>
• �preparation of proposals within the competence of the General Directorate on the implementation by the Ministry of Finance of the Russian Federation of the functions of developing state policy and regulatory regulation in the field of budgetary, tax, insurance activities, customs payments, and determining the customs value of goods. /li>
• �conducting work on processing and analyzing information contained in the central databases of the Federal Customs Service of Russia on issues within the competence of the General Directorate;/li>
• �preparation of regulatory and other legal acts of the Russian Federation on issues within the competence of the General Directorate;/li>
• �organization of ensuring the implementation of the provisions of the administrative regulations of the Federal Customs Service of Russia for the performance of relevant state functions on issues within the competence of the General Directorate;/li>
• �preparation of proposals within the competence of the Main Directorate to the leadership of the Federal Customs Service of Russia and to the Organizational and Structural Commission of the Federal Customs Service of Russia on optimizing the structure of the Main Directorate and customs authorities./li>
