Filling in the passenger customs declaration, the form was approved by the Decision of the Customs Union Commission No. 287 dated June 18, 2010, including the additional passenger customs declaration form - “Cash Declaration".

Rules for the movement of cash and (or) monetary instruments by individuals across the customs borderThe EAEUdefined by the Customs Code of the Eurasian Economic Union.

Information on the procedure for moving cash and monetary instruments across the customs border of the EAEU, as well as on the form and procedure for filling out a passenger customs declaration, is posted on the official website of the FCS of Russia on the Internet (www.customs.ru) in the section “Information for individuals" (the declaration can be filled out in advance).

Pay attention! In accordance with paragraph 1 of article 260The EAEU TCcustoms declaration is subject to:
  • cash fundsand (or) traveller's cheques, if the total amount of such cash and (or) traveller's cheques upon their one-time import into the customs territory of the EAEU or one-time export from the customs territory of the EAEU exceeds the amount,equivalent to 10 thousand US dollarsaccording to the exchange rate effective on the day of submission of the passenger customs declaration to the customs authority;
  • monetary instruments, except for traveler's checks.

At the places of arrival to the customs territory of the EAEU or departure from this territory, for the purposes of customs declaration of goods for personal use, a double corridor system is used, allowing individuals crossing the customs border to make an independent choice between the “red” corridor (with customs declaration of goods for personal use in writing) and the “green” corridor.

Pay attention! Individuals have the opportunity to issue a passenger customs declaration on a form posted on the official website of the Federal Customs Service of Russia and print it using a printing device for submission to the appropriate customs authority.

In addition, on the official website of the Federal Customs Service of Russia using the participant's personal accountForeign economic activityan individual may fill out a passenger customs declaration in electronic form and send it to the customs authority included in the list of customs authorities in which the Temporary Procedure for Using the Unified Automated Information System of Customs Authorities is applied when performing customs operations in respect of goods for personal use transported in accompanied, unaccompanied baggage or delivered by the carrier, using information, submitted in electronic form, approved by Order of the Federal Customs Service of Russia No. 192-r dated July 8, 2016 (as amended by orders of the Federal Customs Service of Russia No. 295-r dated December 28, 2017, No. 13-r dated 30.01.2017 and No. 147-r dated 30.06.2017).

Passengercustoms declarationcash and monetary instruments belonging to a legal entity are not used for declaration by an individual (declaration of such funds is carried out in accordance with the Instructions on the procedure for filling out a declaration for goods approved by the Decision of the Customs Union Commission No. 257 of May 20, 2010).

Since January 1, 2019, the cost and weight norms for goods sent to the customs territory of the Eurasian Economic Union in international mail have decreased.

Without paying customs duties, one individual within one calendar month can import goods in a parcel for an amount not exceeding 500 euros, weighing no more than 31 kg. (Decision of the Council of the Eurasian Economic Commission (EAEC) dated 01.11.2018 No. 91, paragraph 2 of Annex No. 1 to Decision of the EAEC Council dated 20.12.2017 No. 107 "On certain issues related to goods for personal use").

Also, since January 1, 2019, the norms of duty-free import of goods into Russia by citizens for personal use in accompanied and unaccompanied baggage by all modes of transport, except air, have decreased to 500 euros and 25 kg. 

With respect to goods for personal use imported by air, the duty-free import rate remained unchanged - 10 thousand euros and (or) 50 kg.

For exceeding the norm, the cost and weight, as well as for the import of indivisible goods, you will need to pay customs duties in the amount of 30% of the value of the goods, but not less than 4 euros per kilogram.

From January 1, 2020, the rate of duty-free import of goods for personal use sent in international mail (IGOs) will change and the threshold for duty-free online trade will be only 200 euros and 31 kg.

When ordering goods worth more than 200 euros or weighing more than 31 kg abroad, in terms of exceeding the norms, it will be necessary to pay a duty inin the amount of 15% of the cost, but not less than 2 euros per 1 kg.For example, if the cost of a parcel is 300 euros, and the weight is 31 kg, then the duty will have to be paid from 100 euros – in terms of exceeding the cost threshold, which will be 15 euros.

If the weight is exceeded in part, for example, if the package weight is 35 kg,dutyit will be paid from exceeding the weight threshold (that is, from 4 kg) and will amount to 8 euros.

Starting from January 1, 2020, the weight and cost of each individual parcel will be considered as the basis for collecting duties, without taking into account the frequency of movement of goods (according to the rules of 2019, the total weight and cost of parcels sent to one individual within one month are taken into account when calculating duties).

The customs authority has the right to determine the purpose of goods sent to the MPO and delivered by express carriers as goods for personal use. If it is decided that such goods do not belong to goods for personal use, then the general procedure for performing customs operations established for foreign trade participants applies.
